11th NA opens final session

VNGOVNet – The 11th session of the 11th National Assembly (2002-2007) was opened in the morning of March 20 in Hanoi in a heartening ambiance that Vietnam gained many considerable achievements in the cause of socio-economic development in 2006.

In the opening speech, NA Chairman Nguyễn Phú Trọng emphasized that, last year, despite many difficulties and challenges, Vietnam’s economic growth rate remained high and stable. Good results were gained in social issues, especially poverty alleviation; national defense, security, political stability, social order and safety were maintained. Successes made in external affairs and international cooperation were good conditions for socio-economic development and international integration.

In this final session, the NA will mainly summarize its performance during the 11th term, assess and analyze achievements and wrongdoings as well as their causes to draw out lessons for the NA’s improved performance in the future.

In the first working day, the NA heard the Work Reports in the 11th Term (2002-2007) of the NA, the State President, the Government, the PM, the Supreme People’s Court Chief Judge and the Supreme People’s Procuracy Head. Standing Deputy PM Nguyễn Sinh Hùng presented the Government’s Report on the Realization of Socio-economic Development and State Budget Plans in 2006 and 2007.

Particularly, the Work Report of the Government and the PM during the period of 2002-2007 delivered by PM Nguyễn Tấn Dũng highlighted fruits obtained in socio-economic development and pointed out shortcomings in the direction work of the Government and the PM.

According to PM Nguyễn Tấn Dũng, in the last term, beside many significant achievements, the performance of the Government and the PM still contained some limitations, namely:

- Market economic regime is not synchronous, development quality and the economy’s competitiveness low;

- The management mechanism is reformed at a slow pace, socio-cultural activities not really effective;

- Administrative reform has not been carried out fruitfully; red-tapes, corruption and prodigality not controlled;

- The direction over major tasks is still ineffective.

The PM reviewed some practical lessons to overcome the above mentioned shortcomings, making the Government’s and the PM’s performance more effective in the next term. He suggested to draw out a strict and specific working statute of the Government, with clear definitions of functions and tasks of each ministry, ministerial agency, and governmental body, as well as sound regulations on the collaboration between these units. It is necessary to carry out different tasks in a consistent and comprehensive manner through practical solutions and action plans, said the PM. According to him, the Government must be built into a responsible community of great unity and high consensus, striving for common duties.
