A boost to Vietnamese language teaching program for overseas people

The document aims to preserve, develop, and advertize Vietnamese language and cultural identity for overseas citizens. 

Accordingly, the program will generate a basic foundation for composition, development, and updating of teaching materials; organization of teaching activities; investigation and assessment of ability to use Vietnamese language for overseas Vietnamese. 

The program will be designed in three levels, six steps. Each step requires 220 hours. Total amount of time is 1320 hours. 

The program also focuses on examination  and assessment in regular or periodical types. 

The Circular shall take effect from January 11, 2019./.
