DPM Nguyễn Xuân Phúc, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Fight, made the request at a meeting on making preparations for the upcoming national conference on the issue.
The DPM asked relevant ministries, sectors and localities to strengthen steering committees for AIDS, drug and prostitution prevention and fight, and frequently make inspections and reports.
He said that the methadone therapy for drug addicts on a trial basis has initially proved effective, so the Ministry of Health should draft a regulation on the issue, and strengthen community-based drug addict detoxification.
The DPM assigned the Ministry of Labor, Invalids and Social Affairs to rapidly make a scheme on renewing drug detoxification, and the Ministry of Public Security to a specialized investigation on crimes relating to the use of lab-made drugs.
According to the Health Ministry’s report, by the end of last year, Việt Nam had detected 197,335 living HIV carriers. The country had detected 6,432 AIDS patients, including 2,413 fatalities. Compared with 2010, the numbers of HIV infections, AIDS patients and fatalities dropped by 142, 78 and 143, respectively.
According to the Ministry of Public Security, the country last year detected 18,623 drug-related cases involving 26,687 people (2,500 cases and 3,190 people more than 2010), seized 309.16 kg and 36 cakes of heroin; 76.2 kg of opium; nearly 7 tons of fresh marijuana and 500 kg of dried marijuana; 121.38 kg and 365,998 pills of lab-made drugs.
According to the Ministry of Labor, Invalids and Social Affairs, the country has 14,802 prostitutes on record, while the actual number can be over 30,000. Now, 36,163 drug addicts are under detoxification.
