In early 2007, the PM approved the Plan on simplifying administrative formalities in all State management fields during the period of 2007-2010.

The Plan is aimed to issue of legal documents to simplify administrative procedures and business conditions; set up a consistent database on administrative procedures; publicize database on the Government Portal (developed from the Government Website) and websites of ministries, sectors and localities to facilitate the access, exploitation and use by individuals and organizations.

Besides, under the PM’s Decision on dealing with administrative procedures-related petitions from individuals, organizations and enterprises, these entities have helped discover many out-of-date formalities as well as negative phenomena among the civil servants.

The Government Office’s report offers seven solution groups in order to accelerate the administrative reforms and increase the effectiveness and management of the State apparatus.

The report also urged to perfect institutions, complete the bill on administrative formalities, and popularize “one-stop shop” models.
