Association for Liaison with Overseas Vietnamese convened its 2nd Congress

VNGOVNet – The Association for Liaison with Overseas Vietnamese (ALOV) organized its 2nd Congress on February 24, 2007 to sum up the performance in the 1st term (2002-2007) and put forth the agenda for the new term. Deputy PM, Foreign Minister Phạm Gia Khiêm and President of the Vietnam Fatherland Front Central Committee Phạm Thế Duyệt were present.

In the five years of its first tenure, the ALOV has gained significant achievements in fulfilling its political duties, organizing many meetings with overseas Vietnamese residing and working in different countries throughout the world, and contributing to the dissemination of the Vietnam Communist Party’s policies and the State’s laws to overseas Vietnamese. The ALOV has always cooperated and assisted the community of Vietnamese expatriates and those returning to settle in the homeland. In education and scientific research, the ALOV has helped five overseas Vietnamese postgraduates in conducting their theses on Vietnam.

Addressing the Congress, Deputy PM Phạm Gia Khiêm expressed his wish that, in the new tenure, the ALOV, as a mass organization, will continue to be “a bridge for Vietnamese hearts,” linking overseas Vietnamese and their fatherland; and linking the ALOV and 30 local associations of overseas Vietnamese relatives. The ALOV should further encourage overseas Vietnamese to take part in the national development. To effectively rally Vietnamese expatriates to contribute to the fatherland, the Association should renew its performance. Apart from the Ministry of Foreign Affairs and the Ministry of Education and Training, the ALOV should lead the cause to teach Vietnamese language to overseas Vietnamese children in different countries and territories.

Mr. Phạm Khắc Lãm, the ALOV President in the first term, revealed that, in the 2nd term, the ALOV will continue to implement the CPV Politburo’s Resolution 36-NQ/TW and the Government’s action program on overseas Vietnamese as well as further connect Vietnamese expatriates and their fellow-people at home.

The Congress elected a Standing Committee of 73 members. Dr. Bùi Mạnh Hải, member of the National Technology and Science Policy Committee, ex-Standing Deputy Minister of Science and Technology, was elected the ALOV’s President for the new term.
