According to the Decision, the Zone covers 70,438 ha in Ngọc Hồi District, Kon Tum Province,  bordering Laos and Cambodia to the west.

The Zone will operate on an exclusive regime and modern, integrated socio-technical infrastructure. It will be developed into a border city, grade II, linked with the East-West economic corridor to use the region's geographic, political, social, economic advantages and serve as an important place in terms of national security and defense. The planned population by 2025 is 293,000.

In the period of 2015-2025, a city will be founded in South Bờ Y boasting different industries, including trade, industry, tourism, agriculture and forestry.

The Zone is divided into different functional quarters: administration (North Bờ Y); healthcare at both central and zone levels (West Bờ Y); and education with the Bờ Y University of 7,000-10,000 students (North Bờ Y).

There will develop a village of ASEAN culture on 230 ha in Plei Kần Town, a village displaying cultures of Central Highlands ethnic groups in North Bờ Y, and the Plei Kần historic site.

There will be an industrial park for larger business on 1,566 ha (West Bờ Y), a park for those of small and medium scale on 217 ha (North Bờ Y), and another for environmentally-sound and light industrial businesses on 278 ha (South Bờ Y).

There will also be a district of scientific research institutes, a farming area, a forest reserve and the Chư Mon Ray National Park.
