CPV Central Committee’s 2nd Plenum closes

VGP – The 2nd Plenum of the 11th Communist Party of Việt Nam Central Committee wrapped up in Hà Nội on Sunday.

Speaking at the closing ceremony, Party General Secretary Nguyễn Phú Trọng announced that the CPV Central Committee agreed to single out 24 groups of vital and essential issues in order to realize the 11th National Party Congress’ Resolution.

The Central Committee also added to its term-long working program three groups of issues, namely putting out Regulations on the implementation of the Party Statute, review of five-year implementation of the 10th CPV Central Committee’s 3rd Plenum on prevention and control of corruption and wastefulness, and review of 10 year implementation of the 10th CPV Central Committee’s 8th Plenum on the strategy for protection of the Fatherland in the new context.

The Central Committee stressed the priority for implementing the key tasks and strategic breakthroughs put forth by the 11th Party Congress, including the institutional improvement, human resource development, infrastructure development, acceleration of Party building and consolidation of the political system, corruption fighting, well preparation of officers particularly at strategic level, and renovation of Party leadership style.

Besides, the 2nd Plenum spent time to discuss and approve the working rules of the 11th CPV Central Committee, the Politburo, and CPV Central Committee’s Secretariat. These rules are acknowledged as key documents for concretizing the Party Statute and renovating the Party’s leadership style.

The participants also spent time to evaluate socio-economic performance as well as the Politburo’s activities in the first six months this year.

They spoke highly of the concerted effort made by the whole Party, people and army to strive to overcome domestically, regionally and globally emerging challenges, and attained a number of positive socio-economic achievements.

Specifically, the national economy maintained satisfactory economic growth, export turnover soared, foreign exchange rate and foreign currency market saw positive changes, and others.

Party Secretary General, however, said that challenges still lie ahead as inflation, interest rates and trade deficit are still high, production and business are strongly affected by the tightened fiscal and monetary policies.

The situation requires consistent and drastic solutions for containing inflation, stabilizing macro-economy, and ensuring social welfare in the second half of 2011 and the years to come, he stressed.

The Party chief also affirmed that Việt Nam will consistently pursue the foreign policy of independence, self-reliance, openness, diversification and multi-lateralization of external relations, and that Vietnam always wants to make friends with all nations in the world and is a reliable partner of the international community.
