Cabinet reports socio-economic performance in first half to legislative body

VGP – The following are highlights of the Government report presented by Deputy Prime Minister Pham Binh Minh at the first session of the 15th-tenure National Assembly on July 22.

1. COVID-19 prevention and control

- The Central Committee, the Politburo and the Secretariat have issued Conclusion and Telegram on key tasks to strengthen the COVID-19 pandemic prevention and control, and socio-economic development;

- The Government and the Prime Minister have issued Resolutions, Directives, Telegrams with drastic instructions. They are requesting ministries, all sectors and localities to be more proactive under the spirit of “Fighting the pandemic as fighting against an enemy” and “considering life and health of the people as first and foremost priority”. They are also stressing a change from the approach of defending to counter-attacking by applying a vaccination strategy, combined with the “4 stand-by” policy and inspecting and monitoring of the implementation of the regulations issued by the Government and the Prime Minister.

- Deploying diplomatic measures, promoting all possible solutions to be able to have access to vaccines, as soon and fast as possible. Organizing vaccination in a timely, scientific, safe and effective manner.

- Cooperating actively with international partners and international organizations.

- Making the most of resources, experience and assistance provided by partners in pandemic prevention and control.

- Resolving difficulties and obstacles for accelerating the purchase, study and production of vaccine and the vaccination program.

- Forming the COVID-19 Vaccine Fund.

- Lobbying international partners and organizations for accessing and purchasing vaccines for the People.

2.  Economic growth

- Economic growth rate reaches 5,64% for the 1st half of 2021 with stable macro-economic situation and low inflation rate.

- State budget revenue reaches 58.2% forecast in the 1st half of 2021.

- Import-Export volume rises 32.2% in comparison to the same period last year.

- Implemented FDI reaches more than US $9.2 billion, equal to a 6.8% raise.

- Accelerating the restructure of credit institutions, along with bad debt settlement; credit quality control, ensuring safety for the system.

3. Socio-cultural development

- Supporting workers and individuals affected by COVID-19. At the same time, continuing to implement policies of extension, postponement, exemption and reduction of taxes and fees, as well as discounts on electricity, water and telecommunications services for individuals and businesses.

- Allocating VND 2,000 billion from public investment capital for high-quality national centers for vocational training.

- Paying great attention to public healthcare.

- Applying information technology and science in medical treatment and enhancing health management, especially in COVID-19 prevention and control.

- Paying attention to policies on religion and belief.

- Focusing attention on matters related to the elderly, children, family, gender equality and women empowerment.

The Government would like to express its sincere appreciation to fellow compatriots nationwide and overseas, at all levels and in all sectors, especially frontline workers from healthcare services, the Military and Security, as well as Party committees at all levels, local authorities, the business community, socio-political organizations and civil organizations, which have always shown unity, solidarity and strived to overcome difficulties, working hand in hand towards COVID-19 prevention and control.

The Government also would like to express sincere thanks for the close cooperation and valuable support of our international partners, organizations and friends in the fight against the COVID-19 pandemic./.
