Caring for children is the whole society’s responsibility
VGP – Every child must have a good start in life, must enjoy all personal rights, and must have opportunities to an overall growth in terms of physic, intelligence, spirit, and personality at his or her hometown.
Accordingly, in order to be ranked as places with good and safe living conditions for
children, communes and wards must meet 25 criteria with the maximum point of
1000. Of which, 25 points are given to communes and wards which have at least
90% of child birth registration; have below 1% of street and homeless children;
and have no child who is unfortunately effected by sex-abuse, kidnapping,
violence, and drug use.

The maximum point of 75 is allocated to communes and wards that
have over 95% of orphans and abandoned children enjoying social pension.
Other 50 points assign for communes and wards that have annual
rates of over 95% of breast-feed children within 1 hour of birth; over 95% of
one-year-old children fully vaccinated; and below 20% of malnourished under-5-year-old
children.
Wards in
centrally-administered cities will be recognized when they earn at least 850 points.
Meanwhile, the recognition mark of 750 is required for communes and towns in
rural districts of centrally-administered cities; communes and wards of
province-administered cities; towns in rural districts of delta and midland
provinces; communes and wards in towns and cities of mountainous provinces. For
mountainous and island communes and towns, the mark is 650.
The evaluation for communes and precincts will be carried out annually, starting from January 1 until December 31.
The criteria are thought to push forward the socio-economic
development of communes and wards in particular and of the whole nation in general.
