Citizens to own personal ID Number Cards by 2020

VGP – By late 2020, basic information of all citizens will be updated and included in the national database on population via ID Number Cards.

This is part of the overall scheme to simplify administrative procedures, personal papers and databases related to population management during the 2013-2020 period that has been recently approved by the PM. 

The move is expected to help State administrative agencies access, use and process administrative procedures for citizens.  

At a press briefing, held on June 13 in Ha Noi, a representative of the Ministry of Justice said that the project aims to make fundamental changes in the organization and operation of State management population agencies in a modern manner in accordance with Viet Nam’s conditions in the era of industrialization and modernization and international practice.

The project also helps accelerate the application of information technology in administrative procedures; reduce paperwork for citizens and contribute to raising the effectiveness and efficiency of State management in all areas of social life and speed up the development of e-Government in Viet Nam. 

In the 2013-2014 period, the scheme focuses on perfecting the legal basis for the building national databases on population; issuing, managing and using personal ID numbers; systematizing administrative procedures and personal papers. 

By the end of 2015, the scheme targets to complete the construction of technical infrastructure and national databases on population management. Since 2016, personal information will be issued. 

During 2015-2020, the scheme will develop electronic personal ID  number cards to minimize personal papers in the areas of management of birth, marriage and death records, residence and other related fields. 

By 2020, basic information of all citizens is expected to be updated into the national databases to simplify administrative procedures and minimize other personal papers including medical insurance cards, social insurance cards, personal tax codes and other related documents.

According to a preliminary estimation of the Ministry of Justice, the national database on population would help save VND198 billion (US$99 million) in filling information in personal papers./.
