Civil servants shall not be allowed to receive gifts under any forms

VGP – All public organizations and civil servants shall not be allowed to receive gifts both directly and indirectly under any forms from other organizations, agencies and individuals, according to the Government’s latest Decree.

The Government issued Decree No. 59/2019/ND-CP dated July 1, 2019 on detailed implementation of a number of articles of the Law on Anti-corruption, which is scheduled to take effect since August 15, 2019.

In case the public organizations and civil servants could not refuse the gifts, they shall have to submit written report to their leaders and hand over the gifts to their organizations for next legalized steps.

Cash gifts shall be confiscated to the State budget according to the current regulations while non-cash gifts shall be subjected to public auction to gain and return cash to State budget.

All public organizations and civil servants shall only be allowed to use capital sourced from State budget as gifts for humanitarian and other purposes as regulated by law./.
