24 headings under 19 topics include 1- Economical and efficient use of energy; 2- Gender equality; 3- Marriage and family; 4 – Higher education; 5 – State audit; 6 – Citizen reception; 7 – Science and technology; 8 – Vocational training; 9 – Employment; 10 – Rural development; 11- Water resource; 12 – National reserves; 13 - Execution of Criminal Judgments; 14 – Information access; 15 – Protection of consumers’ rights; 16 – Viet Nam Fatherland Front; 17 – Organization of People’s Procuracy; 18 – Union; 19 – Organization of Red Cross; 20 – State’s responsibility for compensation; 21 – Human trafficking prevention and control; 22- Tourism; 23- Advertisement; 24- Food safety. 

The Ministry of Justice is tasked to host and coordinate with ministries, ministerial-level agencies and related agencies to organize topics in fields of religions, belief, law establishment and law enforcement and 24 headings mentioned above into the codification system and post the codification results on the codification portal.
