According to the Ordinance, those who are awarded with the “People’s Artisan” title must be brilliant workers acknowledged by their co-workers, having engaged in the craft for at least 20 years, having held the title of Eminent Artisan for at least 5 years, showing master craftsmanship, and having exerted a great influence on the business and society. Those who are conferred with the title “Eminent Artisan” must be exemplary skilful workers with at least 15 years of senior experience and have created works of high art value that have won gold or silver medals at national or international fairs and exhibitions.

Handicraft artisans working in production and business establishments founded under the Law on Enterprises and the Law on Cooperatives shall register at their work place. Otherwise, they can register with the People’s Committees of the provinces or centrally-administered cities where they are residing and working. Those who have been disciplined by dismissal or prosecuted will not fall into the group for the titles or have the Certificate revoked if already given.

The honorable titles will be considered and announced every two years on the National Day (September 2), starting from 2007 on. The conferment documents at the grassroots level should be completed and sent to the concerned authority before October 1 of the previous year.
