DPM requires localities to attract more FDI, effectively use ODA

VGP – Deputy PM, FM Pham Binh Minh asked localities to uphold their own advantages in the cooperative relations with foreign partners and businesses as well as attract more Foreign Direct Investment (FDI) and launch the Official Development Assistance (ODA) and the foreign non-governmental aid effectively.

The Deputy PM, FM made that statement at the 19th National External Affairs Conference, which took place in Ha Noi on August 12 under the theme “Activeness and creativeness for effective integration and sustainable development.”

Speaking at the conference, the Deputy PM referred to obstacles and shortcomings in the international integration process, including the lack of a long-term and suitable international integration strategy and an ability to take advantages of opportunities from international integration.  

The export turnover in 2016 and 2017 focused on six localities holding export value exceeding US$10 billion per year while 90% of the nation’s localities only made up 30% of the total export turnover. Some even were “white zone” of exports, he said. 

Six among the 63 localities attracted more than US$500 million in FDI, accounting for 90% of the total FDI in the nation, the Deputy PM said, adding that 47 localities only made up 10% of the total FDI. 

He requested to seek for further measures to overcome long-term and short-term obstacles. 

Mr. Minh demanded local diplomatic officials and the Ministry of Foreign Affairs take measures to make changes in the international integration at locality, uphold local potential and improve business’ competitiveness and local products. 

Local external affairs agencies need to make more contributions to consultancy works and uphold their bridging roles at localities, asserted the Deputy PM. 

Highlighting the role of human as key issues in solutions to international integration at locality, Mr. Minh required local authorities to establish a contingent of professional and well-trained diplomats.
