At the seminar, international experts presented their experience of founding and managing international-grade universities, which Việt Nam can exploit to realize the projects.

It was reported that Việt Nam had selected the US, Germany, France and Japan as its strategic partners for international university projects.

Deputy PM Nguyễn Thiện Nhân stressed that the Government of Việt Nam targets to conquer at least one position in the list of top 200 universities. Thus, the Government is firmly determined to open four international universities in four biggest cities, reiterated Mr. Nhân.

With the Government budget, loans from international financial institutes (WB, ADB), supports from the partner governments and their leading universities, the Vietnamese international universities will apply “four moderns” and “one linkage”: Modern curricula and training method; modern material foundation; modern management; modern lecturers; and the connection with the business circle, universities and research institutes in the partner countries.

ADB Country Director Ayumi Konishi spoke highly of positive development of the national education system in Việt Nam in the recent three years, adding that the programs on training 20,000 PhDs and building four international universities are very essential for educational development.

All four international-grade universities will be newly-founded State-run establishments managed by the Ministry of Education and Training, said a senior educational official.

In the initial phase, each university will be financed with US $100 million and the fund can be increased to US $500 million or US $1 billion in the follow-up stages.

ADB and WB pledged to give their full supports to Việt Nam in realizing the projects for the sake of sustainable development.

By August 10, 2009, Việt Nam has 376 universities, academies, and colleges, including 81 non-State ones.

Among them 56 universities are permitted to train PhDs and 82 (including four non-State) train MAs.

The total number of lecturers is 61,190, with 2,286 professors and associate professors (3.73%), 6,217 PhDs (13.86%), and 22,831 MAs (51.2%).
