Việt Nam targets to become an industrial country by 2020 with an annual average GDP growth rate of 7-8% and per capita income of US $3,000–3,200 (3.5 times higher than 2010), according to the draft document.

The target will be translated into reality through following consistently five conceptions of development: (i) fast and sustainable development, (ii) comprehensive and proper political-economic renovation, (iii) democracy and human force, (iv) sound development of advanced production forces and the perfection of socialism-oriented market regime, and (v) economic self-reliance in the context of increasing global integration.

Three breakthroughs must be gained during this period, namely (1) the perfection of socialist-oriented market regime, focusing on fair competitive environment and administrative reform; (2) human resource development, particularly high-quality labor force, through comprehensive educational innovation; and(3) the construction of a modern infrastructure system.

The Government chief spoke highly of the Việt Nam Social Science Academy and the World Bank’s efforts to organize the seminar which draw the participation of a number of domestic and foreign scholars and international organizations.

He called on the delegates to actively contribute their ideas to the strategy so that Việt Nam can grow stronger and stronger.

Dr. Justin Lin from the WB suggested that Việt Nam should transform the labor intensive production into productivity-based model.

Việt Nam needs to secure macro-economic stability, avoid a “policy shock,” upgrade infrastructure and qualify its human resource, said Mr. Justin Lin.
