In his writing, Prime Minister Dũng has called comrade Đỗ Mười “one of spearhead leaders of the Vietnamese revolution”,  describing him as having a profound understanding of a wide range of fields, sharp and practical thoughts and an ability to speak well and persuasively to people.

He recalled social and economic difficulties, including the prolonged crisis, high inflation and stagnant production that the country had faced during the late 1970s and creative solutions in terms of leadership and executive works that Đỗ Mười had proposed to the Government to help address them.

The PM noted that when he was Chairman of the Ministers’ Council, Đỗ Mười worked with other Party and State leaders in directing the study of two historic documents -- the Political Platform for building the country in its transition to socialism and the Strategy for socio-economic stability and development until 2000 and submitted them to the 7th National Party Congress for approval.

These documents defined a system of viewpoints, guidelines and solutions to continue speeding up the country’s comprehensive renewal cause along socialist orientations, the Government leader stressed.

Since assumed the General Secretary of the 7th CPV Central Committee in the context of the collapse of the Soviet Union and Eastern European socialist countries, Đỗ Mười displayed his steadfastness at full in handling external and internal affairs, introducing an important theoretical point “economic development is the central task and the building of the Party plays the core role”, Prime Minister Dũng said.

Under General Secretary Đỗ Mười’s leadership, the 7th CPV Central Committee adopted a Resolution at its 5th plenary session on continuing renovating and promoting socio-economic development in rural areas and another Resolution at its 7th Plenary session on industrializing and modernizing industries and technologies until 2000, and developing the working class in the new period.

Prime Minister Dũng asserted the rightness and clear-sightedness of those Resolutions, saying they laid an important foundation for the country to address basic economic issues arising from the process of building socialism.

General Secretary Đỗ Mười instructed the restoration and expansion of the friendly relations and multi-faceted cooperation with China; the normalization of relations with the US; the joining of ASEAN; and the establishment of relations with international financial institutions, the PM said, emphasizing that these achievements opened a new chapter for Việt Nam’s external relations, contributing to creating a premise for the country to proactively and positively integrate into the region and the world as well as a favorable environment for national construction and defense.

In the writing, the Government leader also mentioned to an event during Party General Secretary Đỗ Mười’s tenure: the National Assembly amended the 1992 Constitution to make it suit the new circumstance, highlighting the principle that all power of the State belong to people and the Communist Party of Việt Nam holds the leadership over the State and society.

In conclusion, Prime Minister Dũng highlighted the former Party chief as an outstanding student of President Hồ Chí Minh, a steadfast communist and a man of action, who has always been close to people./.
