VGP - Viet Nam and Romania issued Joint Statement on the occasion of Prime Minister Nguyen Xuan Phuc's official visit to Romania from April 14-16 at the invitation of Prime Minister Viorica Dăncilă

1. At the invitation of H.E Mr.  Viorica Dăncilă, Prime Minister of the Republic of Romania, Prime Minister Nguyen Xuan Phuc paid an official visit to Romania from April 14-16, 2019. During his visit, Prime Minister Nguyen Xuan Phuc held bilateral talks with Prime Minister Viorica Dăncilă, and had bilateral meetings with Romanian President Klaus Iohannis, President of the Romanian Chamber of Deputies Liviu Dragnea, and  President of the Romanian Senate Călin Popescu Tăriceanu. He also met with representatives of Vietnamese people in Romania.

2. At the talks, Prime MinisterNguyen Xuan Phuc and Prime Minister Viorica Dăncilă briefed each other about recent political and socio-economic situations in each country, agreed on measures to foster cooperation in various areas as well as exchanged views on regional and international issues of mutual interest.

3. The two Prime Ministers were delighted to acknowledge the sound advancements of the traditional friendship and multi-faceted cooperation between the two countries, emphasizing Viet Nam and Romania are each other’s important partner. Both sides expressed their wish to further strengthen the bilateral ties on the basis of the achievements gained during the past time and pledged to expand cooperation in potential fields. The two sides agreed to work closely in organizing activities to mark the 70th founding anniversary of the two countries’ diplomatic relations (1950-2020).

4. The two sides underscored the importance of and agreed to maintain regular exchange of delegations, especially high-level, ministerial, local and business ones in order to create strong impetus for bilateral cooperation in such fields like trade and investment, education and training, security and defense, agriculture, food processing, energy, oil and gas, etc.

5. Prime Minister Nguyen Xuan Phuc extended congratulations to Romania for having taken over the European Union’ rotating Presidency in the first half of 2019, wishing Romania to successfully fulfill the role. Prime Minister Viorica Dăncilă affirmed during its EU Presidency, Romania will take necessary actions to accelerate the official signing and ratification of the EU-Viet Nam Free Trade Agreement (EVFTA) and the EU-Viet Nam Investment Protection Agreement (EVIPA) to create driving force for fostering and deepening the Viet Nam-EU relations in general and the Viet Nam-Romania relations in particular.

6. The two sides expressed their pleasure at the growth potential of the bilateral trade. Prime Minister Viorica Dăncilă stressed Romania expects to improve bilateral trade balance. The sides agreed to soon convene the 16th meeting of the Viet Nam-Romania Joint Committee on economic cooperation in 2019 with a view to boost the exchange of goods and services for mutual benefits, especially farm and aquatic products, machines and electronic and electric equipment, pharmaceuticals, machineries and equipment used in agriculture, construction and oil production, IT products and services, equipment and spare parts used in the railway sector. The two Prime Ministers committed to promptly identifying procedures needed to facilitate Romania’s farm exports to Viet Nam and vice versa.

7. The two leaders welcomed the initial positive outcomes of labor cooperation, affirming their resolve to deploy the Memorandum of Understanding on labor cooperation to further beef up partnership in this potential area.

8. The two sides shared their interest in retching up bilateral cooperation in agriculture. The two sides welcomed the signing of a Memorandum of Understanding on agriculture cooperation, which places focus on farming techniques, animal and plant quarantine, food safety and quality, training and research.

9. Prime Minister Nguyen Xuan Phuc extended thanks to Romania for having increased scholarships to Vietnamese students and for having trained nearly 4,000 Vietnamese students who have played as a bridge connecting the two nations.

10. The two sides agreed to boost cultural, sports and tourism exchanges to enhance mutual understanding between their people towards the 70th founding anniversary of the two countries’ diplomatic ties in 2020

The two leaders appreciated the growing relations between the two sides’ friendship parliamentary groups and encouraged localities of the two countries to implement joint cooperative agreements.

11. Both sides emphasized the importance of enhancing consultation and effective coordination at multilateral organizations and organizations, especially the United Nations, the Asia-Europe Meeting, and the Francophonie. The two sides pledged to maintain peace and stability as well as international security for the sake of all nations. The two Prime Ministers shared their views on the current regional and global challenges and emphasized their support for settlement of disputes through peaceful means on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

12. The two sides agreed to accelerate coordination in implementing the projects of the Mekong-Danube Cooperation Initiative. Regarding this, the two leaders welcomed sound implementation of the Memorandum of Understanding between the Mekong Delta province of Ben Tre of Viet Nam and Romania’s Tulchea province, that was signed on the sidelines of the ASEM Summit in Milan, Italy in 2014.

13. Prime Minister Nguyen Xuan Phuc extended thanks to the Government of Romania for facilitating the Vietnamese community in Romania. Prime Minister Viorica Dăncilă highly valued the contributions of the Vietnamese community to fostering the bilateral friendship.

14. The two sides expressed their pleasure at the outcomes of the official visit to Romania by Prime Minister Nguyen Xuan Phuc, considering it as an important political event in the history of the two countries’ relationship, and a new impulse to foster the bilateral ties across fields.

15. Prime Minister expressed sincere thanks to the Romanian side for the warm and gracious hospitality and conveyed his cordial invitation to the Romanian Prime Minister to visit Viet Nam. Prime Minister Viorica Dăncilă accepted the invitation with pleasure./.
