Gov’t convenes teleconference on national, ASEAN Single Windows

VGP – PM Nguyen Xuan Phuc will chair a teleconference to seek ways to fix weaknesses in the implementation of the National Single Window and ASEAN Single Window in Ha Noi on July 24.

According to the Ministry of Finance, 11 ministries and agencies have connected to and carried out 53 administrative procedures via the National Single Window.

Especially, all the customs procedures of the Ministry of Finance are now processed through the National Single Window and up to 99.65% businesses joined e-procedures at all customs offices across the country.

Regarding the ASEAN Single Window, Viet Nam officially joined the mechanism since January 1,2018 and have exchanged 42,901 certificates of origin with four ASEAN member countries, namely Singapore, Malaysia, Indonesia and Thailand.

The two single windows have given a strong boost to administration reform as they have helped cut costs and customs clearance time for businesses.

However, the number of e-procedures still remain modest compared to the Government’s preset target of 143 procedures by the end of 2018.

Besides, businesses still complain about halfway implementation of the National Single Window as they have to provide both e-records and additional printed papers.

Moreover, the level of standardization and harmonization of procedures and data among management agencies remains low.

Following the teleconference, the relevant ministries and agencies will finalize and submit to Government a draft Decree on accelerating the implementation of the National Single Window and the ASEAN Single Window for approval by the end of this year./.
