Gov’t okeys loan package for online teaching

VGP – Deputy Prime Minister Le Minh Khai has recently approved a proposal of the Ministry of Finance (MoF) on a loan package to support disadvantaged learners to purchase computers and learning equipment for online study during the pandemic time.

The Government has approved VND 7.5 trillion (US$ 150 million) credit package to support students to buy computers for online teaching and learning.

Earlier, the MoF proposed a loan package worth VND 7.5 trillion (US$ 150 million) to support students to buy computers for online teaching and learning.

The Ministry of Labor, Invalids, and Social Affairs was tasked to work with the MoF, the State Bank of Viet Nam, and relevant agencies to research and report the Government on supplementary policies on credit package for difficult students while Resolution 68/NQ-CP on policies to support employees and employers in difficulty due to the COVID-19 pandemic.

Pupils and students of poor and near poor families, children orphaned by the COVID-19 pandemic are entitled to benefit from the package. 

Under the proposal, the MoF suggested the grass-root people’s committees bear the responsibility for verifying loan borrowers and the Viet Nam Bank for Social Policies provide loans for computer procurement until March 31, 2022. 

The MoH added that interest rate is zero percent per year. Interest on overdue debt is 6.6% per year. 

Last month, Prime Minister Pham Minh Chinh launched a mobilization program to provide computers and telecommunication services to disadvantaged pupils and students across the country.

The program targets to mobilize one million computers in the first stage (2021) for pupils and students of poor and near-poor households, especially those in localities currently undergoing social distancing.

Data from the education ministry showed that as of September 12, online teaching and learning had been deployed in 26 out of 63 provinces and cities across the country. The number of students participating in online studying is estimated to be 7.35 million, including 1.5 million students who do not have computers./.
