Gov’t targets smartly-arranged websites, portals

VGP – The Government has promulgated Decree No. 43/2011/NĐ-CP, detailing regulations on the provision of online information and public services on websites or portals of State agencies.

The decree stipulates that the Việt Nam Government Web Portal (VGP) functions as the hub of the Government’s administrative information net and websites or portals of ministries, sectors and localities.

The portals of ministries, ministerial-level agencies and Governmental bodies shall provide information and public services regarding their assigned scope and competence of State management.

Meanwhile, the portals of provinces and centrally-governed cities shall provide integrated information and public services of these localities.

State agencies’ portals are requested to introduce clearly their hosts’ organizational structure, functions and obligations or administrative apparatus, administrative boundary map; news and events; instructive and managerial information; development orientations and strategies, planning schemes.

Moreover, the decree requires that legal and administrative documents; information regarding projects, investment items, procurement, bidding; and public comment column must be available on every portal.

All the ministerial and local portals shall be connected with the portals of their senior agencies to enable all organizations and individuals to access and exploit information and services they carried conveniently.

Official Gazette shall be posted on the VGP and portals of provinces and centrally-governed cities. All information posted on the portals of State agencies is official information of the State.

Besides, the decrees also regulates that online public services shall be incorporated and arranged in terms of sectors and branches for convenient use.

The promulgation of the decree is part of the Government’s effort to deploy the National Program on information technology application in State agencies for 2011-2015 which aims to set up portals or websites for all agencies from provincial down to district levels.
