Gov’t tightens supervision over atomic energy

VGP – The Vietnamese Government on January 25 issued Decree 07/2010/NĐ-CP on detailed implementation of the Law on Atomic Energy.

The national network of environmental radioactivity observation, in collaboration with the national system of natural resources and environment observatories, is responsible for assessing the current status of environmental radioactivity, setting up related database, monitoring and warning of abnormal radiation throughout the Vietnamese territory, the decree says.

Periodical examinations of radiation safety

The decree provides strict regulations on measurement and verification of radiation. Accordingly, all radiacmeters, radiators, and nuclear devices must be examined and calibrated before use.

Periodical examinations will be applied after the installation and repair of the equipment to secure their safety and accuracy.

The Ministry of Science and Technology will set up national radiation measurement standards; issues specific regulations on radiation verification and calibration; and make the list of devices in need of verification and calibration.

Responsibility for discovering radiation sources

The Law on Atomic Energy provides regulations on the development and application of atomic energy, safety and security guarantee for activities relating to atomic energy.

Border-gate customs offices will be equipped with technical means or take necessary actions to detect early radiation sources, nuclear materials, and nuclear devices.

Organizations and individuals, once discovering or having information of radiation sources, nuclear materials and devices which are lost, arrogated, left out, illegally transferred, or not registered, must inform the nearest People’s Committee, police station or provincial Department of Science and Technology.

Organizations and individuals, licensed to conduct radiation-related activities, are legally obliged to buy insurance for possible environmental damages.

The decree stipulates that the transit transport of radiation materials and the navigation of nuclear-powered ships or other vehicles within the Vietnamese territory must acquire written permission from the PM. The Việt Nam Agency for Radiation and Nuclear Safety (VARANS) and other competent bodies are assigned to supervise these activities.

Preferential treatment for labor force

To consolidate the capacity of nuclear energy labor force, the decree says, high-qualified experts will be offered with preferences in recruitment, appointment, working conditions, scientific exchanges and international cooperation.

People working in the nuclear energy sector whose salary is paid by the State budget will get the maximum occupational allowance of 70% of their salary levels. Good and excellent graduates from nuclear energy faculties will be welcomed to work in the State-run atomic energy management, training research and development facilities.

Atomic energy undergraduates and post-graduates will be exempted from training fees if they study in Việt Nam or financially assisted if studying abroad.
