The plant is being built in My Loc commune, Thai Thuy district, then northern province of Thai Binh by the Electricity of Viet Nam Group (EVN) and Japanese contractor Marubeni at a cost of VND 26.5 trillion(US$ 1.27 billion) .

The Japan International Cooperation Agency provided around 85% of the capital through ODA and the rest of money came from the EVN.

The 115- hectare plant consists of two turbines. The first turbine is scheduled to generate power in November 2017, and the second in May 2018.

Addressing the ground-breaking ceremony, Deputy Prime Minister Hoang Trung Hai asked the EVN to work closely with contractors to implement the project in accordance with regulations on investment and construction.

Mr. Hai also requested local authorities to pay more attention to resettlement of displaced residents and inspections of the project’s progress./.
