HCMC takes lead in providing online public services

VGP – Hồ Chí Minh City (HCMC) becomes the first locality in Việt Nam to provide online public service at the fourth level, the highest of e-government system.   


The service of licensing press conferences, seminars and meetings related to foreign elements are launched at http://www.ict-hcm.gov.vn/ by HCMC’s Department of Information and Communications.

People and enterprises can submit their dossiers and receive licenses via the Internet. 

Legal dossiers will be processed within three working days. Meanwhile, it will take 10 days for granting licenses to organize foreign-related seminars and conferences.

HCMC intends to apply the model in all districts, departments and sectors since 2010 on.

The Southern city occupied the top position in the 2008 list of websites providing online public services. 

There are four levels of online public administration services applied for e-Government in Việt Nam
Level 1: publishing full information on administrative formalities 
Level 2: allowing online forms to be downloaded 
Level 3: allowing citizens to fill and submit forms online 
Level 4: delivering and receiving results, and paying charges online
