Hà Nội speeds up poverty alleviation

VGP - Hà Nội plans to allocate VND 155 billion to implement the Program on socio-economic development in disadvantaged communes in ethnic minority and mountainous areas (Program 135) within 2009-2010.

Building solid houses for the poor is one of the targets of the Program

The sum includes VND 138 billion to upgrade key infrastructure and VND 17 billion to promote production, train grassroots-level officials, and improve people's living standard, said Hà Nội's Municipal People's Committee.

The city hoped to reduce the rate of hungry households to zero by 2010 and cut down at least 2% of poor households per year.

It also plans to build road systems connecting all hamlets to communal centers and supply clean water to some 80% and electricity to 100% of households.

Prior to October 2010, the municipal authority schedules to complete building houses for nearly 4,900 poor households. The city spends VND 73 billion in its budget on this work.

Hà Nội has 14 communes where ethnic minorities are living, including one commune and five villages named in the Program 135 list.

Program 135 is implemented in two stages, 1999-2005 and 2006-2010, requiring the total investment of VND 12,000 billion.

In stage 2, the Program concentrates on four fields: production, infrastructure construction, human resource training, and services for 1,644 disadvantageous communes, border communes and those once used as revolutionary bases
