Under Decree 55/2010/NĐ-CP, recently issued by the Government, heavier fines will be applied to wrong actions relating to four types of post activities, namely operations of public postal and delivery networks; safety of these networks; provision and use of postal and delivery services; and management and use of stamps.

Specifically, breaches of the regulations on public postal and delivery network will be fined VND 1-10 million instead of warnings as before.

The Decree also supplements additional punishments against unregistered delivery services. Changes regarding to contracts on service provision and use, fees, service quality, and compensation for damages, without report to competent agencies, will be penalized too.

The top punishment of VND 50 million is maintained to infringements of safety in post and delivery networks.

Those who trade in, store or collect stamps which excite hostility among ethnic groups will face with the new maximum penalty of VND 70 million instead of VND 50 million./.
