VNGOP – Minister of Education and Training Nguyễn Thiện Nhân has just signed Decision 33/2007/QĐ-BGDĐT promulgating the statutes on diplomas and certificates of the national educational system. The Decision replaces Decision 52/2002/QĐ-BGDĐT dated on December 26, 2002 by the Ministry of Education and Training on the Statutes to manage diplomas and certificates of compulsory and tertiary education.

The new Decision consists of six chapters and 31 articles clarifying in details diploma and certificate forms; printing, managing, issuing, correcting, revoking, and canceling diplomas and certificates; and issuing their copies.

A new detail of the Decision is that information on diploma and certificate issuance will be published online. Accordingly, from the school year of 2008-2009 on, tertiary education establishments are required to make public the information on their websites in a way to facilitate the management, accession and search. The information must be updated regularly and stored long online.

This is expected to help make training activities and diploma and certificate issuance transparent; facilitate the inspection and supervision of these activities; and minimize frauds and negative phenomena.
