The Decree clearly stipulates that all ministries, ministry-level agencies, Governmental bodies, and provincial People's Committees shall publicize the lists and roadmaps of public administrative services provision on the electronic information network. They also instruct organizations and individuals in transactions with the State agencies in public administrative services. They shall manage to engage more people in online transactions with State agencies.

State agencies are in charge of issuing statutes on digital information sharing to ensure the consistent, smooth and effective use of information about their management, direction and collaboration.

State agencies' data bases must be updated regularly or linked to legal documents issued by higher competent bodies to reduce the copying and delivery of paper documents.

Under the Decree, all people are helped to access easily and quickly to electronic information.
