Localities urged to strictly implement urgent measures amid complicated COVID-19 situation

VGP – Deputy Minister of Health Nguyen Thanh Long, who serves as deputy head of the national steering committee for COVID-19 prevention and control, on March 10 signed Document No. 1138/BCDQG sent to the chairpersons of the People’s Committees of provinces and centrally run cities, concerning the enhanced screening, separation and isolation of COVID-19 infection cases at medical examination and treatment facilities.

The document clearly stated that amid the complicated developments of the COVID-19 epidemic around the world, particularly the recent emergence of new infection sources and cases, it is forecasted that there will be many suspected infection cases going to medical facilities for examination and treatment in the near future.

To ensure the screening, separation, isolation and management of cases, the Ministry of Health (MOH) has issued specific guidelines and instructions.

Screening patients as soon as they arrive at medical facilities

The national steering committee requests the chairpersons of the People’s Committees of provinces and centrally run cities to urgently direct medical examination and treatment facilities (including both public and private ones) to organize screening, separation, isolation, management and treatment of COVID-19 infection cases in accordance with the MOH’s directions.

Accordingly, the health facilities are asked to screen patients immediately upon their arrival, while arranging instruction signs at the gate to guide the separation of patients with clinical symptoms (fever, cough and shortness of breath) and epidemiological factors related to the COVID-19 (as defined in the Minister of Health’s Decision No. 322/QD-BYT dated February 6, 2020).

Managing suspected/ possible/ confirmed cases of COVID-19 infection

The national steering committee urges the health facilities at the district and upper levels to arrange separate areas to receive, manage and treat the suspected/ possible/ confirmed COVID-19 cases, while raising public awareness on the proactive compliance with medical examination screening and separation when going to health facilities.

The medical establishments are also asked to provide hotlines and other forms of contact (website) so that patients can register for medical examination when they find them with clinical symptoms and epidemiological factors related to the COVID-19.

In addition, the national steering committee requests the inspection and supervision of patient screening, classification and isolation at medical facilities, as well as the strict handling of units and individuals that fail to comply with the aforementioned provisions, the suspension of operations and the withdrawal of operation licenses/ practice certificates concerning violation cases./.
