Under the regulations, the planning scheme will cover the following themes: general overview of coal and natural gas supplies and the planning of preparatory fuels for power plants; Selecting the sites and fuel sources for use; Identifying the capacity and major technical solutions; Assessing environmental impacts and sustainable protective solutions; Forms of investment and ownership; Calculating total investment.

In setting up the master planning scheme, it is necessary to make full use of the general infrastructure of the whole center, including electricity, water supply, fuels, environment, architectural construction and other auxiliary systems.

On the basis of the demand for power development in the time to come, the MIT will assign the Electricity Việt Nam (EVN) Group or some consulting organization engaging in electricity to draft the planning scheme.
