Measures proposed for socio-economic development in 2014

VGP – PM Nguyen Tan Dung chaired an online conference with localities on December 23 and listened to a draft Resolution on the implementation of socio-economic development plan and State Budget estimate for 2014.

The draft Resolution sets the goals to stabilize the macro-economy, control inflation, achieve a reasonable growth rate and increase the quality, effectiveness and competitiveness of the economy by boosting up the realization of three strategic breakthroughs in accordance with the growth model and economic restructuring.

The nation will guarantee social security, improve people’s living standards, use natural resources effectively, protect the environment and cope with climate change.

Other activities such as accelerating the administrative reform, anti-corruption and anti-waste fight, improving business environment, guaranteeing national defense, political security and social order, and enhancing external relations and international integration will also be focused on.

Goals set for 2014 include a gross domestic product (GDP) growth rate of 5.8%, an export turnover rise of 10%, a trade deficit that accounts for 6% of export turnover, a Consumption Price Index growth rate of 7%, total social development investment making up 30% of GDP, poor households reduction by 1.7-2% and jobs created for 1.6 million laborers.

To achieve these goals, the Government asked ministries, agencies, and municipal and provincial people’s committees to direct and launch the following measures and solutions:

Firstly, stabilize the macro economy and control inflation, concentrating on realizing monetary policies flexibly and effectively, applying fiscal policy tightly, developing markets, guaranteeing the balance of demand and supply, enhancing market control and price, increasing exports and controlling imports.

Secondly, overcome difficulties and accelerate production by creating favorable conditions for businesses to get access to loans and launching preferential policies and incentive to push up manufacturing.

Thirdly, implement three strategic breakthroughs in accordance with economic restructuring, renewing the growth model, increasing the quality, effectiveness and competitiveness of the economy.

Fourthly, guarantee social security and welfare and improve people’s lives.  

Fifthly, use natural resources reasonably and effectively, protect the environment and cope with climate change.

Sixthly, boost up the anti-corruption fight, thrift practice, anti-wastefulness and dealing with complaints and denouncement.

Seventhly, guarantee national defense and security and social order and safety.

Eighthly, expand and increase the effectiveness of diplomatic affairs and work actively in international cooperation.

Ninthly, strengthen information and communication works to create social consensus.
