NA decides to cut national target programs down to two

VGP - The National Assembly adopted a resolution on the national target programs in the 2016-2020 period with 88% of the votes, cutting the programs to two – new-style rural construction and sustainable poverty reduction.

The two remaining programs will ensure effectiveness while other programs in previous periods will be reviewed and rearranged in 37 component projects of 21 target programs with more appropriate scale for effective implementation.

The national target program on building new-style rural areas to 2020 aims to help 50% of communes reach new rural areas’ standards and 100% of communes achieve at least five required criteria.

The program on sustainable poverty reduction will strive for an annual poverty reduction rate from 1-1.5% while the annual rate of 4% is targeted in disadvantaged communes and districts in accordance with national poverty standards for the 2016-2020 period.

Accordingly, at least VND193,155.6 billion (US$8.69 billion) from the State budget will be allocated for the program on new-style rural construction, including VND63,155.6 billion (US$2.84 billion) from the central budget and VND130 trillion (US$5.85 billion) from the local buget.

Meanwhile, at least VND46,161 billion (over US$2 billion) from the central budget and VND4,712 billion (US$212 million) from the local budget will be allocated for the national target program on sustainable poverty reduction.

The Government was asked to balance the central budget to further support the programs and seek measures to mobilize all other capital sources for the programs.

The NA stated that the central budget is prioritized for disadvantaged communes and districts.

In terms of management, the PM will establish a steering committee on implementing the programs at the central level headed by a Deputy PM. The Ministry of Planning and Investment was asked to manage the two programs; the Ministry of Agriculture and Rural Development and the Ministry of Labor, War Invalids and Social Affairs were assigned to implement the programs on new-style rural construction and sustainable poverty reduction respectively. Other ministries and relevant agencies were required to be the steering committee’s members.

A similar organizational structure will be set up at the local level.
