National Goal Program 2006-2010 ratified on clean water and environmental hygiene in rural areas

VNGOVNet – The PM approved on December 11 the National Goal Program on Clean Water and Environmental Hygiene in Rural Areas for the period 2006-2010. The Program aims to ensure that by 2010 about 85% of rural population have access to clean water; 70% of rural households and farmer families engaging in husbandry have standard toilets and stables; all kindergartens, schools, clinics, markets, communal offices and other public works in rural areas are equipped with standard toilets and supplied with clean water; and minimize environmental pollution in handicraft villages, especially those specializing in food processing.

The Program will be realized in rural areas throughout the country with priority given to remote areas, ethnic minority-inhabited areas, coastal areas, areas prone to frequent drought, areas with a scarcity of water sources, and areas with polluted water sources.

The PM assigned the Ministry of Agriculture and Rural Development (MARD) to collaborate with other ministries, sectors and localities in directing and instructing the effective implementation of the Program. The MARD will make annual reports to the PM and raise suggestions to deal with new problems arising out of its handling competence.

The MARD Minister will decide the establishment of the Program Directorate and define its regulations for its operation.

Centrally-administered city/province People’s Committees will direct the realization of the Program within their localities and make periodical reports to the MARD.

The Program includes seven priority projects:

- To construct water supply and rural hygiene works to fulfill the Program’s goals to provide clean water and introduce hygiene to the community, schools, clinics and public works in rural areas;

- To set up and perfect regimes and policies;

- To select and apply technologies of clean water supply and rural hygiene;

- To promote information-education-communication;

- To study, review planning schemes and supervise the assessment of investments under the Program;

- To further train and develop human resources;

- To increase international cooperation.

The total investment for these projects is estimated at VND 22,600 billion.
