National Green Growth Strategy for 2021-2030, vision towards 2050

VGP - Deputy Prime Minister Le Van Thanh has signed Decision No. 1658/QD-TTg approving the National Green Growth Strategy for 2021-2030 period, vision to 2050.

DECISION

To ratify the National Green Growth Strategy for the 2021-2030 period, vision towards 2050

 THE PRIME MINISTER

    Pursuant to the Law on the Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles in the Law on the Organization of the Government and the Law on the Organization of local governments dated November 22nd 2019;

    Pursuant to Resolution no. 24-NQ/TW dated June 3rd 2013 of the 11th-tenure Central Committee on proactively adapting to climate change, stepping up the management of natural resources and protecting the environment;

    Pursuant to Conclusion no. 56-KL/TW dated August 23rd 2019 of the Politburo on continuing the implementation of the Resolution of the 11th-tenure Central Committee’s 7th Plenum on proactively adapting to climate change, stepping up the management of natural resources and protecting the environment;

    At the proposal of the Minister of Planning and Investment.

DECIDES:

Article 1. Ratify the National Green Growth Strategy for the 2021-2030 period (hereafter referred to the Strategy) with the following content:

I. GUIDING VIEWPOINTS

1. Green growth contributes to the restructuring of the economy in conjunction with renewing the growth model, raising the competitive capabilities and the ability to withstand external shocks, as well as the actualization of the Strategy for socio-economic development in the 2021-2030 period, the system of national master plans together with the development strategies of industries and fields.

2. Green growth is an important method to carry out sustainable development and directly contributes to the reductions in greenhouse gas emissions as a step towards a carbon neutral economy in the long run.

3. Green growth places the people at the center and helps reduce human vulnerability to climate change; encourages each person to maintain a lifestyle that is responsible to the community and to society, provides guidance to the future generations with regards to the green living culture while also establishing a civilized and modern society that is in harmony with nature and the environment.

4. Green growth must be based on modern institutions and governance, advanced science and technology along with high quality human resources, and it has to suit the international context as well as the conditions within our country.

5. The orientation of green growth is to invest into advanced technologies, digital transformation along with smart and sustainable infrastructure; creating momentum so that private investments play an increasingly important role in the green economy.

6. Green growth is a common cause of the entire political system, the entire people, the business community along with related organs and organizations; it is promoted through a spirit of innovation and the aspirations to develop a prosperous and sustainable country.

II. TARGETS

1. Overall target

Accomplish green growth, thereby contributing to the restructuring of the economy in conjunction with renewing the growth model, in order to achieve economic prosperity, environmental sustainability and social equality; strive towards a green and carbon neutral economy; contribute to the realization of the goal to reduce global warming.

2. Specific targets

a) Reduce the greenhouse gas emissions intensity per unit of GDP

Target until 2030: The greenhouse gas emissions intensity per unit of GDP reduces at least by 15% compared to 2014.

Target until 2050: The greenhouse gas emissions intensity per unit of GDP reduces at least by 30% compared to 2014.

b) Greenify economic sectors

Transform the growth model with an orientation towards greenifying economic sectors; applying the circular economic model through the thrifty and efficient utilization of natural and energy resources, with science and technology as the foundation; applying digital technologies and digital transformation; developing sustainable infrastructure to raise the quality of growth; bringing into play the competitive advantages and reducing the negative impact on the environment.

Key target until 2030: The primary energy consumption per unit of GDP reduces by 1.0 – 1.5% annually on average for the 2021-2030 period; the proportion of renewable energy in the total primary energy supply reaches 15 - 20%; the digital economy accounts for 30% of the GDP; the forest cover remains stable at 42%; in at least 30% of the total irrigatable dryland crop area, advanced and water-saving irrigation methods shall be applied.

Key target until 2050: The primary energy consumption per unit of GDP reduces by 1.0% annually on average for each 10-year periods; the proportion of renewable energy in the total primary energy supply reaches 25 – 30%; strive so that the digital economy accounts for 50% of the GDP; the forest cover remains stable at 42 – 43%; in at least 60% of the total irrigatable dryland crop area, advanced and water-saving irrigation methods shall be applied.

c) Greenifying the people’s lifestyle and promote sustainable consumption

Build a green way of life combined with a lifestyle that embraces the fine traditions in order to create a high-quality life that is in harmony with nature. Carry out urbanization and build the new countryside while also ensuring the fulfillment of green and sustainable growth targets; establish a sustainable consumer culture in the context of international integration.

Key target until 2030: The rate of municipal solid waste that is collected and treated in compliance with the regulated standards reaches 95%; the proportion of municipal solid waste that is treated with the direct burial method accounts for only 10% of the waste collected; the rate of municipal wastewater collected and treated in compliance with the regulated standards reaches more than 50% for class II or higher urban areas, and 20% for other types of urban areas; the rate of passenger transport undertaken by public transport in special-class and class-I urban areas reaches 20% and 5% respectively; the proportion of buses that use clean energy in special-class urban areas reaches at least 15% of the total number of buses in operation, in class-I urban areas this proportion reaches 10% of the number of new buses; the rate of green public procurement reaches at least 35% of the total public procurement; at least 10 urban areas ratify and implement the General scheme on developing urban areas of green growth with an orientation towards sustainable smart urban areas.

Key target until 2050: The rate of solid waste that is collected and treated in compliance with national standards reaches 100%, while the burial of organic solid waste and recyclable waste are reduced to a minimum; 100% of urban areas have sewage systems that are synchronously built and refined so as to eliminate urban flooding and 100% of the treated wastewater must comply with regulated technical standards before being discharged into the receiving bodies; the rate of passenger transport under taken by public transport in special-class urban areas and class-I urban areas reaches at least 40% and 15% respectively; in special-class urban areas buses that use clean energy accounts for 100% of the total number of newly procured buses, in in class-I urban areas this rate is at least 40%; the rate of green public procurement reaches at least 50% of the total public procurement; at least 45 urban areas ratify and implement the General scheme on developing urban areas of green growth with an orientation towards sustainable smart urban areas.

d) Greenify the transformation process based on the principles of equality, inclusivity and raising the resilience

Raise the quality of life and the people’s resilience in the face of climate change; ensure equality in the conditions and opportunities to bring into play and benefit from the achievements of development, leaving no one behind in the process of green transformation.

Key target until 2030: The Human Development Index exceeds 0.75; 100% of provinces and cities formulate and implement the Provincial-level Plan for the management of the air quality; the proportion of the population that uses sanitized and up to standards water (in compliance with the Ministry of Health’s regulations) reaches at least 70%.

Key target until 2050: The Human Development Index (HDI) exceeds 0.8. The proportion of the population that uses sanitized and up to standards water (in compliance with the Ministry of Health’s regulations) reaches at least 90%.

III. STRATEGIC ORIENTATION

1. General orientation: Focus the efforts on restructuring the economy in conjunction with renewing the growth model; reducing the greenhouse gas emissions intensity through the thrifty and efficient utilization of energy and resources, with science and technology as the foundation; applying digital technologies and digital transformation; developing green and sustainable infrastructure; building green lifestyles; ensuring that the process of green transformation abides to principles of equality, inclusivity and raising the resilience throughout the entire economy.

2. The development orientation of key industries and sectors:

a) Raise the performance and the efficiency in energy usage; reduce the level of energy consumption in manufacturing, transportation, commercial and industrial activities; ensure national energy security with an orientation towards synchronously developing sources of energy, thriftily utilizing domestic sources of energy and changing the composition of energy sources with an orientation towards reducing the dependency on fossil energy; promote efficient utilization and raise the proportion of renewable energy sources/new energy forms in the country’s production and consumption of energy.

b) Develop modern, clean, organic and sustainable agriculture; raise the quality, the added value and the competitiveness of agricultural production through adjustments and shifts in the composition of livestock, crops, forestry and aquaculture production, as well as through the application of procedures and technologies that enable the thrifty and efficient use of breeds, species, feed, agricultural supplies and natural resources…; accelerate the progress of projects involving afforestation, reforestation and the sustainable development of forestry activities.

c)  Step by step put limits on economic sectors that generate large scale waste and cause environmental pollution/degradation; facilitate the conditions for the development of new green manufacturing industries. Promote the quick development of green economic sectors so as to create more jobs, increase the people’s income and enrich the natural sources of capital. Attach importance to the application of green technologies along with the manufacturing activities management and control systems in accordance with good industrial practices so as to save resources, reduce emissions and improve the ecological environment.

d) Develop sustainable traffic, energy and irrigation infrastructure through increased investments into upgrading traffic systems and networks on the basis of saving energy, being economically and environmental efficient while possessing the abilities to withstand climate change; apply modern technologies so as to raise the quality of the distributed electricity, reduce power loss and raise the efficiency in electricity usage as a step towards the building of a smart electricity grid; develop and modernize the system of irrigation, synchronously connecting it to the infrastructure systems of other industries and sectors in order to ensure water security as well as the capabilities to prevent/alleviate natural disasters  and respond to climate change, thereby meeting the needs of production and of the people’s lives.

dd) Step up urbanization with an orientation towards sustainable and smart urban areas that are capable of withstanding climate change, can ensure economic - ecological efficiency and have the favorable conditions for the development of public transport, thereby increasing their attractiveness, competitiveness and environmental friendliness while saving travel time; prioritize the development of the urban public transport system with the participation of all economic components regarding the investments into vehicles as well as the operation of public passenger transport. 

e) Build new rural areas where the lifestyle is in harmony with the environment and nature, the standards of living are good while the green, clean, beautiful and civil landscape and the environment are protected and developed. Synchronously implement solutions, harmoniously combining construction and non-construction solutions; attach importance to natural disaster risks management, adaptability to climate change and environmental protection.

g) Strengthen waste management and the management of air quality through researching and developing integrated solid waste management models as well as waste treatment technologies with an orientation towards transforming waste into resources and materials for production; promote the implementation of measures to classify solid waste at its source, as well as to reuse and recycle solid waste; prevent and reduce air pollution in different industries/sectors and raise the effectiveness of the air quality management work.

h) Promote green consumption and purchases through energy labelling, eco-labelling, green labelling … programs; step up green public procurement and continue to effectively utilize economic tools to adjust consumption behavior. Step by step create an environment for, and formulate a green culture and a green lifestyle.

i) Strengthen the management of water resources, land resources and biodiversity through promoting the efficient usage of land resources and the protection of the land environment, thereby overcoming the degradation of land and desertification; ensure water security, protect and efficiently use national water resources; step up the protection/recovery of natural ecosystems and preserve biodiversity; study and promote the development of the marine economy.

k) Step up the process of green transformation in social fields such as employment, healthcare or tourism; ensure equality in access to opportunities, information and basic social services in the process of green transformation.

IV. TASKS AND SOLUTIONS

In order to actualize the targets and the development orientations set out by the Strategy in a manner that suits the assigned functions, tasks and authorities, ministries, ministry-level organs shall assume primary responsibility and closely coordinate with localities, the business community and relevant organs in the realization of the following tasks and solutions:

1. Tasks:

a) Ministry of Planning and Investment

- Formulate and submit to the Prime Minister for promulgation the National Plan of action on green growth for the 2021 – 2030 period within 6 months after the Strategy’s ratification.

- Formulate guidelines to integrate the content related to this Strategy’s implementation into the socio-economic development strategies, master plans and plans of different levels and branches.

- Formulate mechanisms to supervise, evaluate and report on the implementation of the Strategy along with management tools to aid the implementation (databases, systems of statistical indicators related to green growth; formulate and experimentally deploy the “Integrated green growth index”).

- Mobilize resources, coordinate domestic and international sources of sponsorships, along with climate-related sources of finance; formulate systems of national green classification standards and criteria; identify key green growth tasks and projects; formulate the “Pathway to actualize green growth targets attached to socio-economic development targets with an orientation towards carbon neutrality”.

- Build and refine public procurement institutions and policies; integrate public procurement criteria into the process of selecting bidders; formulate specific incentives for enterprises that participate in the provision of green products and services; refine institutions and policies involving ecological industrial parks, further applying the principles of the circular economy in the construction and management of industrial parks and economic zones; formulate and deploy programs to promote innovation ecosystems and the development of enterprises with an orientation towards greenness.

b) Ministry of Finance

- Review, amend and supplement policies regarding the management and usage of state budget expenditures to promote green growth.

- Formulate and refine financial incentive policy tools along with programs and solutions to promote green capital and insurance markets; utilize tax and fee tools to adjust unreasonable consumption behavior that causes harm to people’s health, the culture and the environment.

- Establish carbon markets with an orientation towards synchronously developing emissions trading mechanisms in accordance with market mechanisms.  

c) Ministry of Natural Resources and Environment

- Formulate and deploy (in accordance with the assigned authorities) the system to measure, report on and verify (MRV) activities to reduce greenhouse gas emissions on the national level.

- Control the sources of environmental pollution; prevent and respond to environmental incidents, control trans-boundary environmental issues in accordance with the assigned authorities.

- Direct waste management and treatment in accordance with the assigned functions, tasks and authorities; handle critical and urgent environmental issues related to solid waste management, air quality, the environment of craft villages, the environment in the water and river basins as well as the environment on the seas and the islands; overcome environmental pollution and degradation; maintain and improve environmental quality and hygiene.

- Formulate and put into practice (in accordance with the assigned functions, tasks and authorities) programs and projects related to environmental protection in the utilization of resources as well as the protection of natural ecosystems and biodiversity.

- Build the national geographical space data infrastructure in a manner that suits the current legal provisions with an orientation towards digital Government and the development of the digital economy.

d) Ministry of Industry and Trade

- Formulate policies to promote energy developments with an orientation towards greenness, cleanness and sustainability, increasing the proportion of renewable energy, reducing dependency on imported energy and fossil energy in addition to closely managing the approval and deployment of coal-fired thermal power projects so as to ensure compliance with the national electricity master plan ratified by the competent authorities; step up technological solutions that ensure the harmonious development of new forms of energy and renewable energy, increasing the abilities to integrate renewable energy into the electricity system; formulate mechanisms to encourage the development of hydrogen fuel together with offshore wind power.

- Formulate and refine mechanisms/policies that encourage multiple economic components to invest into the energy sector; study and put forward suggestions to apply financial tools as well as incentivizing mechanisms, thereby raising the ability to access finance for projects that involve investments into efficient energy utilization.

- Fulfill the necessary conditions for the synchronous development of the competitive energy market and promote mechanisms to utilize the shared energy infrastructure. Promote the markets for high performance equipment and energy service companies.

- Formulate an index of, and provide instructions to apply the best technological solutions currently available along with the best environmental management experiences for different industries in a manner that suits the country’s conditions as well as the level of development of science and technology; review, formulate and promulgate energy consumption quotas for different industries. Deploy managerial and technological solutions in the extraction and processing of minerals, attach importance to deep processing and the creation of products with high economic value.

- Formulate/refine institutions and policies involving sustainable and ecological industrial clusters; apply the circular economic model in the construction, operation and management of industrial clusters.

- Assume the primary responsibility for organizing and deploying the National Program for the thrifty and efficient use of energy.

dd) Ministry of Agriculture and Rural Development

- Formulate and fulfill the tasks of developing efficient, sustainable and low emissions agricultural commodity production with an orientation towards a smart circular economy that can adapt to climates.

- Promote markets with an orientation towards connectivity based on the product value chains, raising the competitiveness of green, safe and organic agricultural products in addition to meeting the international and domestic standards. Promote and support the implementation of legal provisions regarding intellectual property that are related to green agricultural products and good agricultural practices applied in agricultural production.

- Formulate and deploy programs/projects that involve protecting and recovering ecosystems/biodiversity in agriculture, forestry, fishery and aquaculture; recovering and increasing the accumulation level of carbon in natural sinks (land used for agriculture/forestry and forests); inspecting, inventorying, monitoring and establishing the system to supervise forest resources. Refine and effectively implement the payment policies for forest environmental services; promote socialization in the protection and development of forests through the application of incentivizing policies and mechanisms involving land, credit, insurance, taxes and markets together with the certificates for sustainable forest management that are up to international standards.

- Step up the building of new rural areas with an orientation towards greenness, sustainability and accelerating the process of rural communes meeting the standards for new-style rural areas; review/refine the indicators and criteria related to the rural environment; build ecological villages and smart villages that can adapt to climates.

e) Ministry of Transport

- Formulate and refine institutions and policies to develop green traffic infrastructure, develop public transport systems and improve the freight transportation productivity in the transportation sub-sectors.

- Formulate and organize the implementation of solutions to promote the types of vehicles that use clean, economical and efficient energy in addition to environmentally friendly technologies; step up the restructuring of the transportation market share with an orientation towards shifting from freight transport by road to freight transport by inland waterway, seaway and railway. 

- Prioritize resources in order to invest into, refine and operate green traffic infrastructure, ensuring economic efficiency and environmental protection, contributing to reductions in greenhouse gas emissions, raising the ability to withstand climate change and the rising sea level. Conduct research programs in addition to applying science and technologies that ensures the efficient use of energy in the investment projects involving the refinement of public transport infrastructure, develop high-volume public transport infrastructure, non-motorized traffic infrastructure and the infrastructure to ensure connectivity between different means of transportation.

- Review and put forward suggestions to adjust the transport industry’s development schemes and projects, ensuring that the transportation market share is restructured with an orientation towards green and sustainable growth. Study, formulate and organize the implementation of national programs and schemes for the development of environmentally friendly vehicles and public transport systems, which includes electric vehicles; develop green logistics center and green ports; apply new technologies and new forms of energy to replace traditional energy for transportation vehicles and equipment.

- Study and apply digital technologies in order to optimize the management and operation of traffic infrastructure and transportation activities, ensuring safe and smooth traffic flows in addition to reducing energy consumption.

g) Ministry of Construction

- Formulate and promulgate mechanisms/policies to develop urban areas of green growth; develop systems of green and smart urban technical infrastructure; formulate economic – technical standards and quotas in the development of green materials, green constructions and constructions that use efficient energy forms.

- Conduct research programs in addition to applying science and technology in developing the green materials industry and green constructions that efficiently use energy; formulate a smart, digitized, interconnected and multi-sectoral database of urban spaces along with programs and experimental projects to develop smart and sustainable urban areas; formulate and deploy training/fostering programs that increase capabilities, thereby meeting the demands of developing and operating smart and sustainable urban areas.

- Implement the Scheme on the development of sustainable and smart Vietnamese urban areas for the 2018 – 2025 period, with an orientation towards 2030.

h) Ministry of Science and Technology

Formulate a national index of clean technologies, advanced technologies and low-carbon technologies in manufacturing industries in order to facilitate the mobilization of investments; prioritize green growth in the allocation of scientific and technological tasks, attach importance to tasks that involve reciprocal funding from enterprises.

i) Ministry of Education and Training

Formulate and deploy training programs, integrating content related to green growth into educational activities at different levels of education; raise the awareness of teachers and educational management cadres about the role, significance and orientation of activities to actualize green growth, strengthen the coordination between schools, families and society so that green lifestyles and green-oriented consciousness could take shape in schools and in society.

k) Ministry of Health

- Formulate standards and pathways for the deployment of green and sustainable healthcare facilities that have the abilities to withstand climate change and environmental incidents.

- Formulate systems for the management and supervision of medical waste classification, disposal and treatment activities in compliance with national and international standards; build and deploy models of green technologies application and clean energy utilization in the treatment of medical waste

- Formulate database systems to monitor, forecast and give warnings about the impacts of climate change and air pollution on the health.

l) Ministry of Culture, Sports and Tourism

Formulate programs on life culture, the green lifestyle and the development of green tourism products; build and apply models of developing tourism with an orientation towards green growth at tourist areas and sites; formulate criteria and conduct green labeling for tourist business establishments.

m) Ministry of Labor, Invalids and Social Affairs

Within the scope of the assigned authorities, organize the training of technical human resources in fields that belong to the green economic sectors; formulate and implement policies to encourage green jobs creation; formulate and implement social welfare and social aid policies for vulnerable groups and affected subjects in the process of green transformation.

n) The State Bank of Viet Nam

Review, adjust and refine banking and credit institutions in alignment with the green growth targets; study and formulate models of developing green banks; promulgate incentivizing credit policies for green investment projects.

o) Ministry of Information and Communications

- Direct the organs that manage the press, radio and broadcasting, electronic communications and grassroots-level communications to step up the communication and popularization work surrounding the Strategy and other related content, so as to raise the entire society’s awareness of green growth.

- Organize the implementation of the National Program for digital transformation until 2025, with an orientation towards 2030 (promulgated at Decision no. 749/QD-TTg dated June 3rd 2020 of the Prime Minister) in order to develop the Digital Government, the digital economy and the digital society, in addition to raising the productivity, creating the momentum for green growth and ensuring sustainable development.

p) Ministries, ministry-level organs and Government-attached bodies have the responsibilities to closely coordinate with ministries and ministry-level organs that have been assigned the duties of presiding over the above-mentioned tasks in the process of implementing the Strategy.

2. Solutions:

Ministries and branches shall, in accordance with the assigned tasks, formulate specific solutions to implement the Strategy, in which focus shall be placed upon the following groups of solutions:

a) Build and refine institutions and policies

- Refine the institutional, policy and legal framework with an orientation towards inter-regional and inter-branch coordination, in addition to integrating green growth targets and solution, so as to step up the restructuring of the economy in conjunction with renewing the growth model and optimizing resources, especially in the building of multi-objective infrastructure. 

- Integrate green growth targets and solutions, content related to green growth and criteria of investments for green growth into the socio-economic development strategies, master plans and plans of industries, sectors and territories with an orientation towards reducing greenhouse gas emissions, pollution and environmental degradation; apply the circular economic model, creating favorable conditions to develop green industries; step by step cut down on and shift away from investment activities that obstruct the greenhouse gas emissions reduction efforts; enhance the abilities to withstand climate change and the rising sea level, attaching importance to vulnerable areas.

- Promote the application of green economic tools with regards to production and consumption activities; regarding the system of standards and national criteria for green classification, consistency and transparency must be ensured, they must be regularly updated for different programs, projects, services, technologies and industries.

- Raise the effectiveness and the efficiency of state management in the monitoring and evaluation of the Strategy’s implementation and the economy’s level of greening.

b) Communicate, educate and raise awareness

- Continue to propagate, educate and raise the awareness of the whole society about the role and significance of green growth.

- Popularize good practices and substantive actions with regards to lifestyles and consumption manners that are green, in harmony with nature and are attached to traditional values.

- Attach importance to education on soft skills, strengthen coordination between schools, families and society so that a green-oriented consciousness and a green, civil, contributive and innovative lifestyle could take shape.

- Raise the energy labels, ecology labels and green labels identification abilities with regards to goods and products; further popularize information on low-emissions and environmentally friendly products and services.

c) Develop green human resources and employment

- Encourage the development of human resources for green industries and create green jobs.

- Attach importance to organizing training activities and fostering management/operational knowledge in the green economy and the green manufacturing industries for public administration cadres and businesses, with special attention paid to cadres in leadership/management positions and cadres who perform the policy planning work.

- Raise the capabilities and the knowledge related to green growth for teachers and educational management cadres; integrate content related to green growth into the curriculum and the educational activities at different levels of education; establish higher education programs (providing them with their own program codes) to train human resources for green sectors; expand the deployment and construction of safe, green, clean and smart school models.

- Promote research, surveys and the collection of statistics in addition to the forecasting of the demands and the ability to supply human resources for green sectors; popularize and provide information about the green job market.

- Prioritize investments into the infrastructure of schools and vocational training facilities in accordance with green standards and criteria in order to serve the tasks of training and teaching.

d) Mobilize financial resources for green growth

- Refine policies and tools involving the mobilization of resources for green growth, with a focus on aid policies and financial incentives as well as policies to develop capital markets, green credit/insurance markets and carbon markets, with an orientation towards the synchronous development of a emissions trading system based on market mechanisms.

- Prioritize resources from the state budget, attaching importance to capital in the public investment plans and frequent expenditures that are used for programs, schemes, projects and tasks involving green growth. Bring into play the roles of orientating markets in addition to guiding green production and consumption that state owned enterprises and large enterprises in the economy assume.

- Further mobilize sources of finance from international financial institutions, foundations and private investors; prioritize using capital from preferential loans, official development aid (ODA), and technical aid from different countries, international organizations and non-governmental organizations for the purpose of achieving green growth.

- Encourage the participation of the private sector, facilitating the favorable conditions for different forms of public-private partnerships, and partnerships between domestic and international investors in green projects, as well as projects that apply green transformation technologies and solutions.

- Raise the abilities to access green sources of finance for women and vulnerable groups in society.

dd) Science, technology and innovation

- Encourage the tasks of researching and developing models to apply science, technology and innovations to serve the purpose of achieving green growth.

- Step up the comprehensive digital transformation in different industries and fields, with an orientation towards the goal of Viet Nam becoming a digital country.

e) International integration and cooperation

- Strengthen and raise the quality of international economic integration; cooperate and bring into play international support in order to turn Viet Nam into one of the role models with regards to green growth; effectively fulfill international commitments related to sustainable development and climate change.

- Proactively cooperate in research, education and training, thereby creating favorable conditions for enterprises and research institutions in terms of access to advanced technologies; carry out technological transfer and develop human resources for green economic sectors.

- Actively organize and participate in activities to share/study experiences related to green growth and raise the capabilities to achieve green growth; proactively coordinate and join hands with the international community to tackle global and regional issues, as well as challenges in the process of achieving green growth.

g) Equality in green transformation

Ensure that different social groups, especially subjects affected during the process of restructuring the economy in conjunction with renewing the growth model and vulnerable groups (women, children, ethnic minorities, the poor, people with disabilities) have equal access to opportunities, information, technical infrastructure and basic social services, in a manner that suits the new fields and jobs in the process of transforming into a green economy.

h) Mobilize the participation of stakeholders

- Mobilize the participation of the entire political system, ministries, branches, localities, organs, the business community, social organizations, non-governmental organizations, residential communities and developmental partners in the implementation of the Strategy.

- Strengthen the leadership/direction of different levels and branches; the coordination between the presiding organ, the collaborating organs, socio-political organizations, professional associations, the business community and non-governmental organizations; as well as the coordination between Central-level organs and local level organs in the implementation of the Strategy.

- Encourage the participation of the whole society in the implementation of the Strategy, as well as in the supervision and evaluation of the Strategy’s implementation, and of the economy’s level of greening.

V. ORGANIZATION OF IMPLEMENTATION

1. Establish the National Steering Committee on green growth to direct the Strategy’s implementation; the Ministry of Planning and Investment shall assume the primary responsibility and coordinate with relevant organs in the formulation of the National Steering Committee’s functions, tasks and working regulations, which would then be submitted to the Prime Minister for decision; the assistant section of the National Steering Committee shall work under the part-time regime and be positioned at the Ministry of Planning and Investment, its implementation shall be organized by the Minister of Planning and Investment.

2. Division of responsibilities

a) Ministry of Planning and Investment

- Acts the national focal point for matters related to green growth; has the duty to assume the primary responsibility, coordinate with and support ministries, People’s Committees of provinces and centrally-managed cities together with relevant organs in organizing Strategy’s implementation.

- Assume the primary responsibility and coordinate with relevant ministries/branches in balancing, mobilizing and coordinating domestic resources as well as international aid and climate finance; identify key green growth tasks and projects in each specific time period and submit them to the Prime Minister for consideration.

- Assume the primary responsibility in instructing, supervising, evaluating and reporting to the Prime Minister about the Strategy’s implementation on an annual basis; with a mid-term preliminary review in 2025; and a summative review of the Strategy’s implementation in 2030.

b) Ministry of Finance

In accordance with the current legal provisions, assume the primary responsibility and coordinate with the Ministry of Planning and Investment in submitting the budget estimates to the competent authorities for approval, and in ensuring the necessary funding for frequent expenditures that relates to the Strategy’s implementation.

c) Pursuant to the Strategy’s content as well as the assigned functions and tasks, ministries, branches, localities and relevant organs shall

- (No later than 01 year from the date that the National Plan of action on green growth for the 2021 – 2030 period is ratified) Either complete the formulation and promulgation of the ministerial and provincial Plan of action on green growth, or integrate the targets and content that relate to the Strategy’s implementation into the socio-economic development strategies, master plans and plans of industries, sectors and territories in a manner that suits the practical conditions.

- In accordance with the assigned authorities, organize the implementation, supervision and evaluation of the outcomes from fulfilling the tasks laid out in the Strategy, ensuring that they are consistent and synchronous with the socio-economic development plan of the corresponding level; prioritize the balancing and allocation of the budget for activities that implement the Strategy.

- Actively formulate and implement green growth solutions that apply the achievements of the fourth industrial revolution, synchronously deploying the digital transformation program; formulate programs to disseminate information, and to raise awareness/capabilities; provide instructions to follow good practices, conduct (within the scope of the assigned functions and tasks) training on green growth.

d) Ministries and branches shall preside over the formulation of green classification standards and criteria based on the industries and sectors under one’s management, ensuring consistency with the national system of green classification standards and criteria.

dd) Pursuant to the Strategy’s content and solutions, research institutes and universities shall formulate and put forward recommendations to the ministries, branches and localities, in addition to conducting tasks that involve researching, applying and teaching that relates to the sectors and fields that one operates in, thereby contributing to the promotion of green growth.  

e) The Fatherland Front of Viet Nam, its member organizations and residential communities have the responsibilities to disseminate information to the people about the role and status of green growth, thereby contributing to the fulfillment of the Strategy’s targets while also making green growth a part of the daily cultured manners and lifestyle; organize policy critiquing activities, and the supervision of the activities undertaken by ministries, branches and localities to implement the Strategy.

g) The business community and relevant organs/organizations shall actively coordinate with ministries, branches and localities; actively implement and put forward initiatives to promote green growth and participate into the process of supervising and evaluating the Strategy’s implementation.

3. Supervise – Evaluate – Report

a) Ministry of Planning and Investment shall assume the primary responsibility and coordinate with ministries, branches, localities, organs and organizations in

- Formulating and promulgating specific instructions and regulations on supervising, evaluating and the mode of reporting on the Strategy’s implementation.

- Conducting the monitoring, inspection, supervision and evaluation of the Strategy’s implementation outcomes; and reporting the Strategy’s implementation outcomes on an annual basis to the Prime Minister.

b) On an annual basis (prior to December 10th), ministries, branches and localities shall submit the reports on the Strategy’s implementation outcomes to the Ministry of Planning and Investment so that they can be synthesized and reported to the Prime Minister.

c) In the process of implementing the Strategy, the Ministry of Planning and Investment shall regularly monitor and supervise the implementation, promptly handling issues that arise and report them to the Prime Minister.

d) Encourage the participation of stakeholders, including the business community, social organizations, non-governmental organizations along with domestic and international organizations in the provision of information and documents to serve the purpose of evaluating the Strategy’s implementation outcomes.

4. Resources for implementation

a) Resources to implement the Strategy include capital from the state budget, the capital of enterprises, international sponsorship and other sources of capital that can be legally mobilized in accordance with the existing provisions of the law.

b) With regards to the capital from the state budget, the deployment shall be done in alignment with the current hierarchies in the state apparatus. Pursuant to the targets and tasks laid out in the Strategy, ministries, branches and localities shall formulate investment projects or budget estimates for specific tasks and then proceed with implementation in accordance with the current legal provisions.

c) In accordance with the provisions of the law, step up the mobilization of financial resources from organizations, individuals and enterprises from within and outside of the country that participate in the Strategy’s implementation; integrate tasks that have been assigned to ministries, branches and localities in public investment programs and other related national target programs.

Article 2. This Decision replaces Decision no. 1393/QD-TTg dated September 25th 2012 of the Prime Minister, and is in effect starting from the date it is promulgated.

Article 3. Ministers, heads of ministry-level organs, heads of Governmental bodies, Chairpersons of the People’s Committees of provinces and centrally-run cities and heads of relevant organs shall be responsible for executing this Decision./. VGP
