New rule on international health quarantine, labor health promulgated

VNGOVNet – The Minister of Health has just promulgated Decisions 14 and 15/2007/QĐ-BYT on functions, responsibilities, terms of reference and organizational structures of the International Health Quarantine Centers and the Centers for Labor Health and Environment in cities and provinces.

According to Decision 14/2007/QĐ-BYT, the International Health Quarantine Center will advise the Head of the provincial Health Department; be technically and professionally in charge of health quarantine in the province; carry out quarantine, run regular checks for contagious diseases and risks to the community's health; license quarantine people; check and supervise the implementation of quarantine on suppliers of food, beverage, and fresh water at the border gate and take precautions against hosts, intermediaries, and carriers of contagious diseases. The Center will do research and introduce new advanced quarantine technology to practice; and provide training to the quarantine staff to improve their professional, technical, and foreign language skills.

Under the decision, each center is made of four specialized departments which are Health Quarantine, Health Management, Medical Treatment and Testing.

Decision 15/2007/QĐ-BYT states the clear terms of reference of the Centre for Labor Health and Environment, which are guiding and supervising task implementation; developing plans for professional and technical work on labor hygiene, health, and occupational diseases, and accidents and injuries to build up a secure community in the province. The center will offer professional and technical training and re-training for staff; do research; apply new advanced technology to the above areas. Each center will be made of three specialized departments: Labor Hygiene, Occupational Diseases, and Testing–Image Diagnosis.
