Noteworthy directions of government, PM in August 2016

VGP – Regulations on provision and use of information in electronic customs declarations; Strengthening development of urban social service system; and Approving the new-style rural area building project in Dien Bien province’s ethnic minority and border areas in the 2016-2020 period, are among the noticeable directions of the government and the Prime Minister in August 2016.

Regulations on provision and use of information in electronic customs declarations

The PM issued Decision No. 33/2016/QĐ-TTg on August 19 promulgating regulations on providing and using information in electronic customs declarations.

These regulations stipulate rules concerning the provision and use of electronic customs declaration information for performing formalities relating to tax, licensing certificates of origin and wire transfer, and other administrative procedures; as well as for testifying the legality of goods circulating on the market.

Strengthening the development of the urban social service system

PM Nguyen Xuan Phuc signed Directive No. 24/CT-TTg dated August 2, 2016 on strengthening the development of the urban social service system.

Accordingly, the government leader urged the People’s Committees of provinces and centrally run cities to implement urban development programmes closely integrated with specific goals and orientations for development of the social service system as well as resources for the execution; and strengthen management work to ensure reasonable and effective use of resources for development of the urban social service system in the locality.

Approving a project on building new-style rural areas in Dien Bien province’s ethnic minority and border areas in the 2016-2020 period

The PM issued Decision No. 1573/QĐ-TTG dated August 9, 2016 approving a project on building new-style rural areas in Dien Bien province’s ethnic minority and border areas, aiming to boost local socio-economic development and ensure national defence and security in the 2016-2020 period.

The project covers a total area of over 338,021 hectares in Dien Bien’s 29 communes, with 12 in Dien Bien district, three in Muong Cha district, eight in Nam Po district and six in Muong Nhe district.

Approving a master plan for the development of the Hoa Binh Lake Tourism Area until 2030

The PM issued Decision No. 1528/QĐ-TTg dated August 1, 2016 approving a master plan for the development of the Hoa Binh Lake Tourism Area in Hoa Binh province until 2030.

Under the plan, the Hoa Binh Lake tourism area will strive to be recognized as a national tourism area by 2020. And by 2030, it is targeted to become the largest tourism area in Hoa Binh province and one of the 12 key national tourism areas in the northern mountainous region, with typical tourism products such as experiencing culture of the Muong ethnic minority and sightseeing around Hoa Binh Lake.

Issuing criteria for extremely disadvantaged communes in coastal areas and islands in the 2016-2020 period

The PM issued Decision No. 1559/QĐ-TTg dated August 5, 2016 stipulating the criteria for extremely disadvantaged communes in coastal areas and islands in the 2016-2020 period.

Accordingly, extremely disadvantaged communes in coastal areas and islands are those bordering the coast or the lagoon, isle, peninsular and island communes.

The communes must meet the four criteria concerning the rate of poor and near-poor households; access to basic social services; infrastructure works serving people’s lives; and infrastructure serving agro-forestry and fisheries production.
