The main duties of the 13th National Party Congress

The Congress has five main duties:

- (i) Review the implementation of the previous Congress Resolution in association with assessment of the 35-year renewal process, 30-year implementation of the 1991 Platform, 10-year implementation of the 2011 Platform (amended) and implementation of the 2011-2020 socio-economic development strategy;

- (ii)chart development orientations for next five, ten years and vision to 2045;

- (iii) review Party building work and leadership of the 12th-tenure Party Central Committee;

- (iv) evaluate the implementation of the Party Statutes;

- and (v) elect 200 members of the 13th-tenure Party Central Committee.

The 13th National Party Congress takes place from January 25 to February 2, 2021 at the National Convention Center in Ha Noi

Members of the Presidium include: Party General Secretary, State President Nguyen Phu Trong, Prime Minister Nguyen Xuan Phuc, National Assembly Chairwoman Nguyen Thi Kim Ngan, Standing member of the Party Central Committee (PCC) Secretariat Tran Quoc Vuong, Vice Standing Chairwoman of the National Assembly Tong Thi Phong, Permanent Deputy Prime Minister Truong Hoa Binh, Head of the PCC Organization Commission Pham Minh Chinh, Head of PCC Commission for Propagation and Education Vo Van Thuong, Head of PCC Commission for Mass Mobilization Truong Thi Mai, Head of the PCC Commission for Economic Affairs Nguyen Van Binh, Deputy Prime Minister and Foreign Minister Pham Binh Minh, Minister of National Defense Ngo Xuan Lich, Minister of Public Security To Lam, Secretary of Ha Noi Municipal Party Committee Vuong Dinh Hue, Secretary of Ho Chi Minh City Municipal Party Committee Nguyen Thien Nhan, Deputy Head of the Document Drafting for the 13^th National Party Congress Hoang Trung Hai, President of the Viet Nam Fatherland Front Tran Thanh Man.

Former Party and State leaders to the Congress include: Former Party General Secretary Nong Duc Manh, former State President Tran Duc Luong, former State President Nguyen Minh Triet, former State President Truong Tan Sang, former Prime Minister Nguyen Tan Dung, former Chairman of the National Assembly Nguyen Van An, and former Chairman of the National Assembly Nguyen Sinh Hung.

Guests invited to the opening ceremony include Heroic Mothers, outstanding youths, intellectuals, representatives from religious organizations, foreign ambassadors and heads of international organizations in Ha Noi.

The 13th National Party Congress' motto: “Solidarity – Democracy – Discipline – Creativeness – Development”,

In his opening remarks, Politburo member and standing member of the PCC Secretariat Tran Quoc Vuong said the Congress will work out concrete goals and tasks that need to be accomplished towards important milestones in 2025, 2030 and 2045 when the country marks the 50^th anniversary of the liberation of the South and national reunification, the 100^th founding anniversary of the Communist Party, and 100^th founding anniversary of the Democratic Republic of Viet Nam (now the Socialist Republic of Viet Nam).

The aforesaid concrete goals are:

- By 2025: become a developing nation with modernity-oriented industry and surpass the low-middle-income level.

-By 2030, becomes a developing nation with modern industry and upper-middle-income level.

-By 2045, become a developed nation with high-income level.

Prime Minister Nguyen Xuan Phuc stressed the 13^th National Party Congress takes place in the context that the country is facing intertwined opportunities and challenges and many emerging strategic issues that need to be addressed.

Despite great and historic achievements gained over the past 35 years of renewal process, Phuc said there remain shortcomings that need to be addressed in order to realize our country’s aspiration of a strong and prosperous nation by 2045.

Following the opening ceremony, Party General Secretary and State President Nguyen Phu Trong will present a report reviewing the leadership of the 12^th-tenure Party Central Committee.

In the afternoon, the delegates will work in groups.

Earlier, the Congress held preparatory session on January, during which the delegates discussed and adopted working regulations, working agenda, and election regulations of the Congress as well as report on verifying eligibility of delegates to the Congress.

They also worked in groups to study documents submitted to the Congress scheduled to run through February 2./.
