The Cabinet heard reports on the socio-economic situation in October and the past ten months and draft decrees on supporting ethnic minority groups, regulating public services and promoting tourism.

According to the Ministry of Planning and Investment, ministries, agencies and localities have implemented effectively resolutions and directions of the National Assembly and the Government. The economy continued to make recovery, seeing a higher gross domestic product than the same period of the two previous years.

Year-on-year increases were also seen in industrial production, particularly the processing and manufacturing industries. Agricultural production achieved good results as productivity and output rose sharply year on year. Exports maintained a high growth, continuously running a surplus and the number of international visitors to the country also increased year on year.

The inflation was controlled and the consumer price index rose slightly. Interest and exchange rates were kept stable. Disbursement of official development assistance and preferential capital and foreign direct investment attraction were positive. State budget collection was higher than the same period of the previous years while social welfare, political security and social order were maintained.

However, the reports stated shortcomings of the economy when difficulties in production and trade of many businesses remained; credit growth was still low; the retail sector saw slow changes and forest fires were complicated in several localities.

Speaking at the opening ceremony, PM Dung asked the Cabinet members to clarify the effectiveness of loan sources and debt payment capacity while controlling effectively public debts in the future.

The Government leader also required the Cabinet to analyze State budget collection and spending and seek measures to adjust the spending in the future.

Regarding bad debts, PM Dung urged the members to define criteria to calculate the bad debt rate and make suggestions on realizing the Government’s target of reducing the bad debt rate to 3% by 2015.

In addition, he asked ministries and sectors to report about businesses’ situation in the past ten months and seek solutions to address difficulties in order to develop production and trade in the future.
