Presided
over by PM Nguyễn Tấn Dũng and his deputies, the Conference on implementing
socio-economic development plan 2010 was organized in Hà Nội on January 6-7, drawing
the presence of ministerial and local leaders.
The Government’s draft
resolution on measures to realize the socio-economic development plan for 2010,
including eight major solutions and 132 specific ones, was introduced by Permanent
Deputy PM Nguyễn Sinh Hùng.
The conference was also
featured with discussions and proposals on strategies for education
development, agriculture and rural development, land management, transportation
and other issues.
Three “economic jams” must
be cleared in 2010
Concluding the event, PM Nguyễn
Tấn Dũng briefed major socio-economic achievements gained in 2009, such as
positive economic growth rate (5.32%), industrial production value up 5.52%; agro-forestry
and fisheries up 3%; services up 6.63%; and poverty household rate slashed down
to 12.3%.
The Government chief pointed
out three “economic jams” – poor transport infrastructure; troublesome
administrative procedures; and weak human resource – which are all cleared
within 2010.
He urged
ministries and localities to spare no
effort and make full use of all chances to complete socio-economic development
goals in 2010, so as to pave the way for the stronger development in the
following years.

Economic competitiveness
needs to be sharpened
PM Dũng emphasized that,
first and foremost, ministries, sectors and localities must secure
macro-economic stability, prevent the recurrence of high inflation and
guarantee major economic balances.
Besides, it is necessary to
restructure the national economy towards higher productivity, efficiency and
competitiveness; consolidate growth quality; and improve investment and
business climate.
Agricultural and rural
development is also a priority, stated the Government chief, requiring that
scientific and technological advances should be applied in agricultural
production.
He noted that, after the
Government issued the resolution, all ministries and localities should design
their own action plans with specific targets.

Eight major
solutions to realize socio-economic development plan 2010:
1. To recover and restructure economy, improve growth quality;
2. To enforce
financial and monetary policies in a careful and flexible way to secure
macro-economic stability, curb trade deficit, and prevent high inflation;
3. To develop better
education, training, science and technology;
4. To promote health
care and raise people’s cultural and spiritual standards;
5. To guarantee
social security and welfare;
6. To enhance environment
protection, combat natural disasters and climate change;
7. To boost up
diplomatic work, strengthen national defense and security, social order and
safety;
8. To improve
efficiency of State management; accelerate administrative reforms, anti-corruption,
anti-prodigality and thrift practice.
