After listening to reports made by different ministries, sectors and local authorities, PM Nguyễn Tấn Dũng directed that in the time to come, efforts must focus not only on socio-economic development and administrative reform but also on the fight against corruption and negative phenomena. All units must tighten control over budget spending, minimizing equipment procurements and reception expenses. To gain an economic growth rate of 8.5% in 2007, PM Nguyễn Tấn Dũng ordered the ministries, sectors and local authorities to immediately activate their production and business plans, focusing on major projects; put in place 7 packages and 143 detailed measures set out in the draft Government Resolution, ensuring equilibrium in their implementation, not throwing more weight onto this but less onto that. All must review institutions and policies of their own, making sure only proper ones are adopted. They must have sound plans for infrastructure construction and grab the opportunity to attract more inwards investment. The PM also set the targets of supply-demand balance and stabilized market price in 2007.

About agriculture and rural development, after hearing the report from Minister Cao Đức Phát, the PM ordered prompt provision of funding for evicted farmers to facilitate land recovery, site clearance and their resettlement to life and employment. The PM also ordered drastic measures taken to control bird flu, foot-and-mouth disease, brown plant hoppers, and ragged stunt rice disease.

The PM highly appreciated the action plans put forth by Minister of Education and Training Nguyễn Thiện Nhân. He stressed that no economic development will ever occur if no due attention is paid to human cultivation. Minister Nguyễn Thiện Nhân suggested such measures as training on social demands; quality norms-based decentralization; calling for overseas Vietnamese lecturers to return and teach at home; and improving teachers’ skills. From 2007 on, the Ministry will run banks of exam and test questions, and electronic curricula for primary and secondary students.
