PM Nguyen Tan Dung affirmed that while meeting with reporters of major newswires like Bloomberg, ITAR-TASS, Kyodo, and Yonhap on the sidelines of the UN General Debate in New York on September 27.

PM Dung went on to say that Viet Nam beefed up relations with the US just for the aforesaid purpose when he was asked about the reason why the two countries upgraded bilateral ties.

Regarding the question on his response to the “Viet Nam Human Rights Act” which is scheduled to be passed by the US Senate in November this year, PM Dung affirmed that if such bill is approved, it will be a step back in the relations between the two countries.

As a civilized country, the US should not do such a thing as the bill does not reflect the reality in Viet Nam and it is a political interference and imposition on other country, the Government chief continued.

For the rise of China and its effects on Viet Nam-US relations, PM Dung stressed that a strong China is beneficial to the region and the world provided that China has to respect independence and sovereignty of other countries, as well as international law, especially the UN Convention on the Law of the Sea.

Being asked about East Sea dispute, the Vietnamese leader said in fact there are divergences in terms of sovereignty between China and some ASEAN member States. ASEAN and China discussed and issued the Declaration on the Conduct of Parties in the East Sea (DOC).

However, in the implementation of DOC, relevant countries recognized that DOC is not effective enough to ensure peace, so a more legally-binding Code of Conduct is needed.

After a long time of negotiations, the two sides decided for the first time that they will convene a meeting on COC, during the ASEAN-China Senior Officials’ Meeting in Suzhou city, Jiangsu province (on September 14-15). This is the first encouraging step towards the goal of ensuring peace, stability, and maritime freedom in the East Sea.

COC benefits not only relevant parties but also the region and the world, especially when half of the world’s exports are shipped across the East Sea. All conflicts in the East Sea have global impacts.

Regarding Viet Nam’s role in the UN bodies, PM Dung said Viet Nam is a member of the organization and once a non-permanent member of the UN Security Council. The country is making every effort to make contributions to the UN in all fields, especially the two main pillars of peace and development.

Viet Nam is a top rice exporter, contributing to ensuring global food security and has officially decided to join the UN peacekeeping operations.

This is the reason why PM Dung’s speech at the General Debate of the 68th session of the UN General Assembly is entitled “Humanity yearns for a world free from war and hunger"./.
