PM orders to accelerate construction of Hòa Lạc Hi-tech Park

VNGOVNet – PM Nguyễn Tấn Dũng stressed so in his working session in the morning of March 24 with leaders of the ministries of Planning and Investment (MPI), Science-Technology (MST), Finance, Government Office, Hà Tây Province People’s Committee, and the Management Board of the Hòa Lạc Hi-tech Park, to discuss solutions speeding up the construction of the Hòa Lạc Park.

The Hòa Lạc Hi-tech Park is a national major project, attracting FDI in high technologies from multinational corporations, Vietnamese overseas intellectuals, and foreign scientists. According to Decision 464/QĐ–TTg dated on May 3, 1999, in the Project’s stage I, the Management Board will take over 200 ha in 1999. However, not until June 2005, the Board received the entire area consisting of scattering plots. This fact caused negative impacts on the infrastructure construction in phase 1, stage I.

Mr. Nguyễn Văn Lạng, Head of the Management Board, reported that, in 2005-06, the Board had to return the State Budget the granted capital due to the lack of construction area. Moreover, the Vietnam Electricity Group (EVN) and the Vietnam Posts and Telecommunications Group (VNPT) have not built the electric grid and telecommunication system within the park, so some big foreign investment projects are missed.

Facing such a slow realization of the Project, PM Nguyễn Tấn Dũng ordered the Ministers of MPT and MST to conduct monthly meetings to speed up the planning work, site clearance and construction of the Hòa Lạc Hi-tech Park. All difficulties must be immediately reported to the PM for timely settlement. The Government Office was required to frequently make reports to the PM on the Project’s schedule.

The Management Board must drastically put the planning scheme and programs into reality, correct improper details, and prevent some investors from occupying lands. Only entities researching and producing high technologies are allowed to do investment in the Park.

The Hà Tây Province People’s Committee should set up an urban planning scheme attached to the Hòa Lạc Park. At the same time, the Committee must hand over the space to the Management Board on schedule. Immediately, Hà Tây Province must finish the site clearance of the rest 600 ha in the second quarter of 2008. The PM pledged to finance the province with the central budget for the site clearance and the construction of resettlement quarters.

EVN, VNPT, Vietnam Construction and Import Export Corporation (Vinaconex) were ordered to build roads, water supplies, sewage system, electricity grid, communication network, Internet, fence and the detailed planning schemes of the Park and its functional quarters (FPT University, software area).

The PM also agreed to assign the competent agencies to consider, readjust and supplement the regulations of functions and obligations of the Hòa Lạc Hi-tech Park which is expected to become a motive force for the cause of Vietnam’s hi-tech orientated industrialization./.
