PM requires consumption of domestic materials in public projects

VGP – The Government chief recently made public six specific requirements in selecting contractors for State-funded projects, according to Directive 494/CT-TTg.

The Government chief requested that State budget-financed projects, plans and programs must be designed properly so that domestic contractors can undertake them.

For the procurement of goods for ODA projects, international contractors are invited to join in bidding only when domestically-made goods, materials and equipment are unavailable or Vietnamese enterprises fail to meet necessary requirements.

International tenders are also opened for building and installation packages when domestic contracts are incapable.

In addition, all transactions relating to bidding will have to use VND, except for must-be-imported goods and services from foreign countries.   

The PM forbids investors and contractors from recruiting foreign laborers if domestic employees are competent. 

The Directive also bans contractors from bidding international procurement and construction (EPC) contracts in which Vietnamese bidders can take part in most of the process./.
