According to the Decision, the planning scheme on industrial development along Hồ Chí Minh Road covers 116 districts, cities, and towns with the total area of over 73,000 km2 and a population of  13.07 million people in 29 centrally-administered cities and provinces through which the Road runs. Consequently, the industrial restructure will be carried out towards the increased production of electricity, building materials and mining; agro-forestry and fishery product processing industry will play a key role and account for the largest proportion in the entire industrial sector. At the same time, the industrial labor force in 116 districts will be gradually increased to 1,300-1,400 people by 2010, and 2,600-2,700 people by 2020.

The capital demanded for industrial development of 116 districts along the Road is VND 100,000-110,000 billion during 2006-2010 and VND 500,000-600,000 billion during 2011-2010. The highly prioritized industries and fields include processing industry using local agro-forestry and fishery materials; industries with a large number of employees in disadvantaged areas; and handicrafts.

As clearly stated in the scheme, during 2006-2010, 30 industrial parks of over 6,000 ha in total area and over VND 5,000 billion in investment capital and 59 industrial complexes (over 1,000 ha and more than VND 500 billion respectively) will be built. In the period of 2011-2015, industrial parks which have been established previously will be completed while five new industrial parks (over 820 ha totally) and 31 industrial complexes (over 1,000 ha) will be planned. The total investment for infrastructure in these new industrial parks and complexes amounts up to over VND 700 billion.

To reach those targets, the planning scheme suggests various solutions and policies to mobilize investment and train human resource under which ethnic minority children from disadvantaged areas are encouraged to study at training schools.
