Quảng Bình issues regulations on international NGO aid

VNGOVNet – To encourage and make it easier for international non-governmental organizations (NGO) to come, use their help for socio-economic development and poverty alleviation within the province, and promote the cooperative ties between local people and those in the region and the world, the Quảng Bình Province People’s Committee issued on December 21 a regulation on Raising, Enjoying, Management and Use of International NGO Aid within the Province.

According to the regulation, international NGO aid is non-profit nonrefundable grants from international NGOs, other organizations and individuals, overseas Vietnamese, embassies, international organizations, and governmental organizations without an agreement with the Vietnamese Government (called the donors) which are provided in cash, in kinds, in knowledge and other forms for humane and development purposes.

International NGO aid comes in either through programs and projects or through non-project relief (including emergency relief).

The regulation says that the provincial Service of Foreign Affairs will be the main agency to advise the provincial People’s Committee on raising, managing, receiving and implementing aid projects as well as using the aid.

Expenses for the fund-raising and communication with the donors, as well as costs of project design, fact-finding and establishment, reward for best practice, and use as the Vietnamese-side’s corresponding capital for the programs and projects will be extracted from the annual budgets of provinces having projects.
