Regulations on management of int’l emergency aid for disaster relief

VGP – The Government issued Decree No. 50/2020/ND-CP on April 20, 2020 stipulating the acceptance, management and use of international emergency aid for disaster relief and recovery.

The decree, which takes effect from June 15, 2020, stated that the acceptance, management and use of aid must be carried out in an open, transparent, timely and effective manner.

The emergency aid shall target the right purposes and subjects, while requiring the synchronous and close coordination among relevant ministries, sectors, localities, organizations and individuals.

Viet Nam does not accept goods that are not allowed to be imported in accordance with the law, as well as the aid that adversely affects the environment, public health, political security, and social order and safety, and infringes the interests of the state and the people

The acceptance, management and use of aid must comply with the provisions of Vietnamese law and commitments to the aid providers, the decree noted.

In addition, the document clearly stipulates the financial management principles for international aid for disaster relief and recovery. Specifically, the international emergency aid under the state budget revenue sources and spending tasks will be managed in line with regulations on state budget management.

Regarding aid beyond the state budget revenue sources, the recipient side shall manage and use the aids according to the aid agreement signed with the aid provider in accordance with Vietnamese laws, international rules, and operations of the recipient side, and complying with accounting laws.

Under the aid agreement or the management request, the recipient side can open an account at the state treasury agency where transactions are made, in order to receive and use the monetary aids which are directly managed and used by the recipient side.

For aid beyond the state budget revenue sources, the recipient side can open an account at a Vietnamese commercial bank./.
