Rigid disease prevention measures must be removed

VGP – Unnecessary and even extreme measures that have affected production and business activities, causing an increased risk of disrupting supply chains and large-scale production must be removed.

The Government chief asked ministries and agencies to promptly remove difficulties for localities and make their best efforts to fulfill the socio-economic development tasks in 2021.

Ministers, heads of ministerial-level agencies and agencies were asked to effectively deploy the directives on epidemic prevention and control and implement the “dual goal” set in the telegram from the standing member of the Secretariat on April 27, 2021; the directions of the Government, the Prime Minister and the National Steering Committee for COVID-19 Prevention and Control; and the guidance of the Ministry of Health.

Chairmen of People's Committees of centrally-run provinces and cities were assigned to discuss and reach agreements with relevant localities to unify the application of measures in the management of transport activities (including the transport of passengers, workers, goods and production materials) to control the disease transmission but not to “block transport and ban trade”.

Local leaders are responsible for directing the implementation of mandatory medical declaration for all participants in transport of goods and supplies and equipment for epidemic prevention and control, production and business along with employees in industrial parks, factories and enterprises.

The Ministry of Transport was assigned to host and coordinate with Ministry of Health, Ministry of Public Security and Ministry of Industry and Trade to review transport activities to and from epidemic-hit areas as well as promptly correct excessive measures causing transport congestion and negatively affecting production and business activities.

The Ministry of Industry and Trade was requested to direct, guide and create favorable conditions for trade, consumption and supply of goods among epidemic-hit localities and others.

The Ministry of Health must review, inspect, encourage and rectify the application of medical isolation measures against people from epidemic-affected areas in certain localities.

The MoH reported that as of early June 7, 15 localities, namely Yen Bai, Quang Ngai, Dong Nai, Nghe An, Quang Ninh, Quang Nam, Quang Tri, Thua Thien-Hue, Dak Lak, Nam Dinh, Hoa Binh, Tuyen Quang, Phu Tho, Son La and Ninh Binh have gone 14 days without new cases.

Four of the localities, namely Bac Giang, Bac Ninh, Ho Chi Minh City, and Ha Noi are the epicenters of the fourth wave in Viet Nam with a combined number of 5,119 cases.

Dong Nai is one of the first provinces in the southern region to apply regulations on isolation of people from Ho Chi Minh City, but the policy has drawn widespread protests from the business community.

Accordingly, from 0:00 (June 5), Dong Nai directed people to stay in quarantine at home or their accommodation for 21 days. 

During this time, officials, public employees, and workers in Dong Nai province were asked not to travel to Ho Chi Minh City.

Additionally, passenger transport between Dong Nai and Ho Chi Minh City, including contract cars, coaches, taxis, and fixed-route vehicles are also temporarily suspended.

Experts warned that the policies in Dong Nai province could disrupt raw material suppliers, production, and business activities. There are more than 6,000 workers residing in Dong Nai who move each day to industrial zones like Cat Lai, Linh Trung, Binh Chieu, and Le Minh Xuan 3 in HCMC to work.

A great volume of goods are imported and exported through the Cai Mep-Thi Vai port complex or transported between Dong Nai and Ho Chi Minh Ctiy to support production./.
