STEP conditions applied to Stage 2 of improving bridge safety on Hanoi-HCMC railway

VNGOVNet – On behalf of the PM, Deputy PM Phạm Gia Khiêm agreed to continue the application of STEP conditions during Stage 2 of the Project “Improvement of Safety of Bridges along the Hanoi-Hồ Chí Minh City Railway Route” funded with Japan’s preferential credit.

Bính Bridge in  Hải Phòng, a STEP credit project

The Deputy PM ordered the agencies in charge to draw experience from the previous and ongoing STEP projects (Bính Bridge, Hải Phòng Port, Cần Thơ Bridge, Nhật Tân Bridge) in making technical designs and tender invitations, avoiding using technical standards or typical conditions of one particular company in tender in order to increase the bidding competition, saving project costs and preventing delays in project approval. At the same time, the Deputy PM entrusted the Ministry of Transport to direct the investors to check the total investment estimate again before submitting it to the PM for ratification.

STEP is a special credit for economic partners under the preferential credit program of the Japanese Government.

The Project “Improvement of Safety of Bridges along the Hanoi-Hồ Chí Minh City Railway Route” has a total investment of VND2.47 billion. It consists of the following items: restoring 44 bridges and 37.6km of railway at the two ends of these bridges, upgrading 55 cross-bridge roads, building two overpasses and Ninh Bình Railway Station, and purchasing 23 machines and devices to repair and maintain railway bridges. The Project is scheduled to finish in 2010.
