Seminar held on lessons and challenges for an effective Gov't

VNGOP – The Government Office-administered Project Management Unit and the Canadian International Development Agency (CIDA) co-organized on May 12-13 in Hạ Long City (Quảng Ninh Province) a two-day seminar on the performance of the Cabinet Office and the Prime Minister Office of Canada under the theme "Lessons and challenges for an effective government ".

This is a direct seminar between senior experts of the Vietnamese and Canadian Governments in order to exchange and share their experience which is expected to help the Vietnamese Government Office improve its capacity as an advisor and coordinator of the Government and the PM's performance.

The experts presented in details the role, functions and interrelation between the Canadian Prime Minister Office and the Cabinet Office, the equivalent to the Vietnamese Government Office. They also shared their experience in operating the Government's activities, focusing on the Government's agenda, collecting information, and setting up policies. Thanks to good experience from senior officials in the Government, the Canadian experts showed their Vietnamese counterparts how to work fruitfully by presenting vivid evidences of designing policies in various fields, determining and managing the Government's priorities, dealing with crisis, building up State budget and other key issues. Successes, weaknesses and difficulties in regulating the two government offices' operation were also mentioned.

Addressing the seminar, Permanent Deputy Head of the Vietnamese Government Office Nguyễn Xuân Phúc emphasized that the effective State administration is a top target for the Vietnamese Government, especially strongly engaging the whole society in setting up and making policies; looking toward the social consensus; increasing responsibility, transparency, feedback, efficiency, and equality; and building up a law-ruled State. This helps to maintain democracy in making policies and minimize corruption and bureaucracy. Deputy Head Nguyễn Xuân Phúc confirmed that, to obtain this goal, the Vietnamese Government will continue its efforts in administrative reform, improve civil servants' professional skills, restructure the apparatus, and meet the country's requirements in the process of deeper international integration. He was convinced and highly spoke of valuable lessons and experience provided by Canadian experts, which are considered very useful for Vietnam's administrative reform as well as the Government Office's organizational restructure for more effective performance.
