State treasury to base on modern IT
VNGOP – Up to 2020, all activities of the State Treasury will be conducted on the foundation of modern information technology to form electronic treasury.
This is the overall target put forth in the Strategy on State Treasury Development to 2020 just approved on August 21 by the PM under Decision 138/2007/QĐ-TTg. The strategy focuses on eight fields: managing State budgets and funds; managing governmental budgets and debts; State accounting work; payment system; internal auditing; information technology; organizational apparatus and human resource development; and international cooperation.
Regulations and policies on the operation of the State treasury will be perfected through setting up the State accounting system in line with international public accounting standards; forming the State General Accounting Office; drafting the Law on Budget Management; amending the Law on State Budget in conformity with administrative reforms, requirements on public financial management and international practices.
The modernization of management technologies will be boosted to renovate the performance of the State treasury and modern IT applied in all activities.
It is necessary to place importance on international cooperation, especially in the era of international integration.
